On September 9, at the Sixth Session (specialized session) of the 16th Provincial People's Council, term 2026-2031, delegates of the Lai Chau Provincial People's Council discussed and voted to pass 9 important resolutions, close to grassroots practice.
Immediately after the opening session, delegates were divided into 4 groups to discuss the contents submitted at the session.
Opinions focused on the necessity, legal basis, feasibility, suitability to actual conditions and the province's ability to balance resources.
Notably, delegates paid much attention to the draft resolution stipulating the operating expenditure level of the Party Committee of communes and wards; allowance regime, concurrent work for non-specialized personnel and people participating in activities in villages, hamlets, and residential groups.

The draft amendment and supplement to regulations on forces participating in protecting security and order at the grassroots level was also discussed carefully, focusing on the number of members, level of support, training and suitability with the actual situation.
In addition, the Provincial People's Council will consider contents related to budget allocation for the implementation of the National Target Program on health care, population and development for the period 2026-2030.
Determine the scope of the border belt; the level of compensation for people in charge of receiving citizens, handling complaints, denunciations, petitions, and reflections.
After discussions in groups, leaders of the Provincial People's Committee and the drafting agencies received, explained, and clarified issues of concern to delegates. In the hall, delegates continued to discuss before voting.
As a result, 100% of the delegates of the Provincial People's Council voted to approve 9 resolutions, including the resolution adjusting and supplementing the 5-year socio-economic development plan for the 2026-2030 period and the socio-economic development plan, ensuring national defense and security in 2026.
Speaking at the closing ceremony, Mr. Le Minh Ngan - Secretary of the Provincial Party Committee, Chairman of the People's Council of Lai Chau province - affirmed that the resolutions were passed from practical requirements, aiming to concretize new regulations of the Central Government, remove difficulties, improve mechanisms and policies and create conditions for socio-economic development of the province.
Mr. Le Minh Ngan requested the Provincial People's Committee to urgently direct levels and sectors to organize the serious implementation of resolutions; clearly define tasks, progress and responsibilities, especially for socio-economic targets that have just been adjusted.
