Speaking at the group discussion session, General Secretary To Lam stated that at this 9th Session, the National Assembly will discuss and decide on many important contents. Therefore, the National Assembly held a session 2 weeks earlier than usual to ensure enough time to discuss many important issues, including amending and supplementing a number of articles of the 2013 Constitution.
The General Secretary stated that on May 14, the National Assembly will discuss in the hall the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution (first time).
The amendment of a number of articles of the 2013 Constitution must ensure compliance with procedures and regulations, including collecting public opinions.
On that basis, in the second session of the 9th Session (June 2025), it is expected that National Assembly deputies will vote to approve the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution.
Although only amending a number of articles of the 2013 Constitution, the drafting agencies and the inspection agencies of the National Assembly and the Government work very thoughtfully and urgently, General Secretary To Lam stated.
Along with amending and supplementing a number of articles of the 2013 Constitution, General Secretary To Lam also said that we can consider adding the National Construction Scope in the transitional period to socialism with a longer-term vision.

General Secretary To Lam also pointed out that in order for the country to develop, we must achieve the set requirements, which are comprehensive development in economy - society, culture, health; only then can we ensure enough resources for development.
It is necessary to continue to improve people's living conditions; "if the country is developed, the people must enjoy those fruits"; this creates a premise for development for the next stage - a very important development stage of the country.
Completing the targets during the 13th National Party Congress term helps us set goals and targets for the 14th National Party Congress term, affirmed the General Secretary.
