For the first time, senior Vietnamese leaders speak at the SCO Summit

On the afternoon of September 1, in Tianjin, China, Politburo member and Prime Minister Pham Minh Chinh delivered an important speech at the Shanghai Cooperation Organization (SCO) Summit.

In his speech, emphasizing the current inter-dependence in a profoundly globalized world, Prime Minister Pham Minh Chinh said that the fate of each country is closely linked to the common fate of the international community. Today, the security of each country cannot be separated from regional and global security.

Therefore, to join hands to deal with those multidimensional security challenges and crises, countries need to have a popular, comprehensive, global approach, thereby finding satisfactory and sustainable solutions for traditional security hotspots as well as harsh challenges in non-traditional security, from energy security, water security to cyber security, human security...

In addition, the Prime Minister also said that one of the root causes of insecurity is uneven development. Accordingly, the Prime Minister highly appreciated the role and important contributions of the Shanghai Cooperation Organization over the past two decades.

Prime Minister Pham Minh Chinh affirmed that Vietnam highly appreciates the role and supports the enhancement of cooperation between the SCO and international and regional organizations, especially with ASEAN, to strengthen ASEAN's central role in the regional structure that is shaping.

On that basis, in order for the Shanghai Cooperation Organization to contribute more actively to the common interests of the international community, Prime Minister Pham Minh Chinh proposed 3 solutions:

First, promote multilateralism, solidarity and international cooperation in handling traditional and non-traditional security challenges.

Second, increasing resource mobilization for development and improving global governance capacity. The Prime Minister emphasized that all countries, especially major ones, need to uphold the spirit of responsibility, take the lead, and stand side by side with the United Nations in successfully implementing the Sustainable Development Goals.

Third, strengthen trust, mutual understanding and mutually beneficial cooperation, first of all between neighboring countries, thereby strengthening comprehensive linkages between countries in the region and globally.

Finally, Prime Minister Pham Minh Chinh affirmed that Vietnam will continue to consistently implement the foreign policy of independence, self-reliance, peace, friendship, cooperation and development; multilateralization and diversification of foreign relations; being a good friend, a trusted partner, a responsible member of the international community; steadfast in the "four No" defense policy.

The Prime Minister emphasized that Vietnam will continue to cooperate closely and effectively with member countries and partners of the Shanghai Cooperation Organization and international friends and partners, contributing to maintaining a peaceful, cooperative and developing environment in the Asia-Pacific region.
