At noon on September 22, 2025 (local time), at the United Nations Headquarters (New York, USA), Politburo member and President Luong Cuong had a meeting with United Nations Secretary-General Antonio Guterres, on the occasion of attending the High-level General Assembly Discussion Session of the 80th United Nations General Assembly, combined with bilateral activities in the US.
At the meeting, UN Secretary-General Antonio Guterres shared his assessment of the situation and multidimensional challenges for the United Nations and the world, expressed his wish that countries would strengthen cooperation in implementing the commitments, and shared the need to reform and improve the effectiveness of the United Nations.
General Secretary Antonio Guterres expressed his great anticipation for his official visit to Vietnam at the end of October 2025.
Expressing his admiration for Vietnam's socio-economic development achievements and increasingly high position, the General Secretary said that Vietnam is a great partner, participating and actively contributing in all priority areas of the United Nations, especially in peacekeeping, sustainable development, climate change response, and equitable energy transition.
The UN Secretary-General assessed Vietnam as an active member of the United Nations, a pillar of the current multipolar world, so he said that emerging economies, including Vietnam, need to have a more worthy voice, representation and role in the global governance system.
Congratulating the Secretary General on the 80th anniversary of the founding of the United Nations, President Luong Cuong affirmed that Vietnam believes in and supports multilateralism and the central role of the United Nations in global governance.
Sharing the General Secretary's assessment of the world situation, President Luong Cuong expressed his support for the United Nations reform and said that countries need to play a leading role in this process, discussing carefully to reform comprehensively and transparently. At the same time, the President affirmed that Vietnam is ready to welcome the United Nations to set up headquarters and offices in Vietnam.
The President was pleased to announce that Vietnam has achieved many results, made positive progress in socio-economic development, and implemented the Sustainable Development Goals; The Joint venture for a just energy transition (JETP) is making positive progress, but still needs support from the United Nations and international partners.
On that basis, the President suggested that the United Nations increase technical assistance, train high-quality human resources, mobilize resources for developing countries, including Vietnam, especially in access to preferential climate finance, new-generation clean technology and improve response capacity.
The two sides agreed to continue to deepen Vietnam - United Nations and ASEAN - United Nations relations in the coming time, promoting ASEAN's central role in the regional security and development structure, including resolving disputes in the East Sea by peaceful means, complying with the 1982 United Nations Convention on the Law of the Sea, as well as making joint contributions to global issues.
The President and the General Secretary both emphasized the historical significance of the opening of the signing of the United Nations Convention against Cybercrime in Hanoi at the end of October 2025.
