Selecting a pilot commune-ward project to build a smart city

The Deputy Prime Minister requested the Ministry of Construction to study the regulation on selecting a pilot commune-ward project to build a smart city as a basis for replication.

Smart city development has now become an inevitable development trend of countries around the world. Vietnam is not out of that development trend.

Along with that, developing smart cities is a way to develop the digital economy, urban economy, contributing to improving the quality of life of people.

However, the recent implementation has shown confusion, lack of synchronization, and lack of unity from the central to local levels.

The main reasons are awareness, lack of policy mechanisms, lack of standards, regulations and lack of coordination mechanisms in implementing the construction and development of smart cities.

In Notice No. 382/TB-VPCP, Deputy Prime Minister Nguyen Chi Dung requested to continue to proactively research and propose tasks and solutions for smart urban development.

The Deputy Prime Minister requested the Ministry of Construction to preside over and coordinate with the Ministry of Science and Technology and relevant ministries and agencies to develop a Decree on smart urban development to submit to the Government before August 15, 2025.

The Ministry of Construction continues to study and absorb additional opinions to clarify the basis and basis for issuing the Decree; standards and criteria for developing smart cities;

Research on urban development associated with digital transformation; study the regulation on selecting a pilot commune-ward project to build a smart city as a basis for replication;

Research on the mechanism for hiring services for smart urban development, socialize in the form of public-private partnership in smart urban development (enterprises invest in infrastructure, the state leases), develop a roadmap for implementation, encourage industrial development to serve smart urban development, etc.

The Deputy Prime Minister also requested the Ministry of Construction to preside over and coordinate with the Ministry of Science and Technology, relevant ministries, branches, and localities to develop and organize a summary of the Project for the development of sustainable smart cities in Vietnam for the period 2018-2025.

The People's Committees of centrally-run cities review the Projects on smart urban development, digital transformation, and smart urban development activities that have been and are being implemented in their localities, urgently prepare and effectively implement urban development work in accordance with the new situation according to the instructions of the Central Ministries and branches.
