This plan aims to assess the actual implementation of laws on handling administrative violations at commune-level People's Committees, detect difficulties, limitations and errors for timely handling and overcoming. The goal also includes strengthening discipline and administrative discipline, ensuring effective law enforcement, and proposing amendments and supplements to legal documents if necessary.
The City People's Committee will develop a Plan with three main contents:
State management of law enforcement in handling administrative violations: Work of directing, operating, developing law enforcement plans, issuing relevant documents, disseminating and organizing training. Also includes the allocation of resources, facilities, statistics and reports, handling complaints and denunciations and the responsibilities of heads of agencies and units.
Apply the law on administrative sanctions: Assess the number of violations detected, sanction, transfer to criminal proceedings, carry out procedures for making records, issue decisions on sanctions, enforcement and management of fines, and store records.
Apply the law on administrative handling measures: Check the number of subjects for filing documents, apply administrative handling measures, implement documents and enforce decisions, resolve complaints, denunciations and store documents.
The subjects of inspection are the People's Committees of the communes and wards: Cua Nam, Cau Giay, Yen Hoa, Giang Vo, O Cho Dua, Dinh Cong, Khuong Dinh, Phu Thuong, Tu Liem, Dai Mo, Xuan Dinh, Thuong Cat, Viet Hung, Yen Nghia, Hoa Lac, Phu Cat, Phuc Son, Ha Bang, Dai Thanh, Ngoc Hoi.
The inspection will take place in October and November 2025, with the inspection period starting from July 1, 2025.
The City People's Committee assigned the Department of Justice to preside over and establish an inspection team, draft an inspection decision and notify the inspection schedule, and select appropriate inspection methods. The draft inspection conclusion will be compiled and reported to the Chairman of the City People's Committee for promulgation, and at the same time monitor and urge the implementation of inspection conclusions.
