Explaining why district officials can receive billions of dong after streamlining

When streamlined, district-level officials can receive billions of dong in support according to Decree 178. This is a well-founded figure previously reported by the Ministry of Home Affairs.

As Lao Dong reported, on the afternoon of January 19, Ms. Bui Thi Hoang Oanh - Head of the Organizing Committee of Thach Ha District Party Committee, Ha Tinh Province - said that Mr. Phan Thanh Chung - Member of the Standing Committee of Thach Ha District Party Committee, former Head of the Propaganda Department of Loc Ha District (Loc Ha District was recently merged into Thach Ha District) - has an income of 26 million VND/month, including allowances.

According to Ms. Oanh, Mr. Phan Thanh Chung is entitled to a 55% allowance including Party allowance and public service allowance. Thanks to that, Mr. Chung's income has reached 26 million VND/month.

“The current salary includes allowances. The allowances in the Party and mass organizations are very high, while in other sectors the allowances are not as high,” Ms. Oanh shared.

Regarding Mr. Phan Thanh Chung's request for early retirement with more than 6 years of work remaining, and his temporary eligibility to receive 2.5 billion VND in support, Ms. Oanh affirmed that it is well-founded, based on Decree 178/2024/ND-CP (Decree 178) issued on December 31, 2024 by the Government.

The Government issued Decree No. 178 dated December 31, 2024, stipulating the regime and policies for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system, effective from January 1, 2025.

Speaking to the press regarding the policies under Decree 178, Director and Chief of Office of the Party Committee of the Ministry of Home Affairs Nguyen Quang Dung commented: "The amount of money received will be based on factors such as current monthly salary, vacation time... Of which, civil servants of Party agencies will receive the highest amount".

Mr. Nguyen Quang Dung said that Decree No. 178 inherits Decree No. 29/2023/ND-CP (Decree 29) of the Government regulating staff streamlining, but the subsidy levels have increased.

Currently, the subsidy levels in Decree No. 29 are designed for officials and civil servants who retire early based on their social insurance contributions. The subsidy levels in Decree No. 178 include allowances according to occupation.

"In addition to salary according to rank, civil servants in the Party have leadership position allowance, seniority allowance exceeding the framework, public service allowance of 25%, and Party and organization allowance of 30%. For example, if a Department Head retires early, the support level is very high," said Mr. Nguyen Quang Dung.

Mr. Dung gave an example, in case of 5 years of work remaining, the allowance is equal to 0.9 months of current salary multiplied by 60 months with early retirement policy (no deduction of pension rate), allowance according to the number of years of early retirement, allowance of 3 months of current salary to find a job...

The Chief of Office of the Party Committee of the Ministry of Home Affairs said: After arranging and organizing to streamline the apparatus, there will be a review and assessment of the quality of cadres, civil servants, public employees, and workers of the entire political system.

Each agency or unit must evaluate to determine who is eligible for leave, then the competent authority will decide to grant leave. During the arrangement process, there will be people who are eligible, and those who voluntarily apply for leave are encouraged.

Recently, Minister of Home Affairs Pham Thi Thanh Tra also signed and issued Circular No. 01/2025 guiding the implementation of policies and regimes for cadres, civil servants, public employees and workers in the implementation of organizational restructuring of the political system (guidance on the implementation of Decree No. 178 of the Government).
