On January 22, the Government Office announced that it had just issued Document 24/TB-VPCP announcing the conclusion of Deputy Prime Minister Tran Hong Ha at a meeting on building specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City (HCMC).
According to the program, the National Assembly will open the 9th extraordinary session on February 12, 2025.
To ensure the progress of submission to the National Assembly for consideration and approval at the 9th extraordinary session, the Deputy Prime Minister agreed with the opinions of the Ministry of Transport and the Ministry of Justice on reporting to the National Assembly for permission to draft a Resolution according to a shortened order and procedure, and submit it to the National Assembly for approval according to the 1-session process.
The Hanoi People's Committee and the Ho Chi Minh City People's Committee fully accept the opinions of the Ministry of Planning and Investment and the Ministry of Justice, urgently review policy mechanisms, fully supplement policies to promote efficiency in the process of investing and exploiting urban railway lines; send to the Ministry of Transport.
The Ministry of Transport urgently presides over and coordinates with the Hanoi People's Committee and the Ho Chi Minh City People's Committee to urgently prepare documents to propose the development of a Resolution and at the same time review and complete the draft Resolution.
The Ministries of Planning and Investment, Construction, Finance, Justice, Natural Resources and Environment, Science and Technology, Hanoi People's Committee and Ho Chi Minh City People's Committee are responsible for assessing the feasibility and effectiveness of each policy; assigning members to the Working Group; and closely coordinating with the Ministry of Transport in the process of reviewing and finalizing the draft Resolution.
The Ministry of Justice is responsible for guiding the Ministry of Transport on the procedures, processes, and documents to submit to the National Assembly for consideration and approval of the proposal to develop a Resolution according to the simplified procedure and the draft Resolution of the National Assembly; presiding over the appraisal of documents according to the provisions of the Law on Promulgation of Legal Documents.
Submit to the National Assembly for consideration to add the Resolution to the 2025 Law and Ordinance Development Program and draft the Resolution according to the simplified procedures and order, submit to the National Assembly for approval according to the 1-session process (the 9th extraordinary session of the National Assembly).
Regarding the submission progress, the Deputy Prime Minister assigned the Minister of Transport, authorized by the Prime Minister, to send a document to the National Assembly Standing Committee to register the content of the draft Resolution on specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City to the 9th extraordinary session (early February 2025).
The Minister of Transport is responsible for developing a specific plan and schedule for submitting the Dossier to ensure the schedule as required by the National Assembly Standing Committee and the National Assembly (including being responsible for completing the Dossier according to regulations and sending it to the Ministry of Justice by January 23, 2025).
At the same time, closely coordinate with the National Assembly agencies in the process of submitting documents, receiving, explaining the content of the review and submitting to the National Assembly.
The Ministry of Justice shall complete the appraisal of the dossiers as prescribed on January 24, 2025; submit to the National Assembly for consideration and addition of the draft Resolution to the law and ordinance making program for 2025 and draft the Resolution according to the simplified order and procedures, and submit to the National Assembly for approval according to the 1-session process (before February 3, 2025).
The Ministry of Transport receives and completes the draft Resolution dossier and submits it to the Government on January 25, 2025.
