Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra signed Decision No. 844/QD-TTg dated May 13, 2026, promulgating the Action Plan to implement Directive No. 52-CT/TW of the Secretariat on implementing universal health insurance (HI) in the new period.
The goal of the plan is to effectively implement health insurance policies in the new period, towards universal health insurance coverage by 2030.
The plan outlines 6 key tasks:
1. Strengthen leadership and direction to effectively implement guidelines, policies, laws, programs, and plans on health insurance, innovate communication, dissemination, and education of laws on health insurance.
2. Focus on amending, supplementing and perfecting the system of policies and laws on health insurance to meet the goal of universal health insurance coverage.
3. Improve the capacity of the health insurance medical examination and treatment facility system and the quality of health insurance medical examination and treatment service provision.
4. Strengthen and improve the capacity of state management agencies and agencies organizing health insurance implementation at the central and local levels, ensuring effective and balanced management and use of the health insurance fund.
5. Diversify and expand revenue sources, ensure sustainability and develop the Health Insurance Fund to gradually expand the scope of benefits, and implement solutions to reduce the burden of medical expenses for patients.
6. Promote the application of information technology, digital transformation, strengthen the application of artificial intelligence, and administrative reform in the health insurance sector.
Regarding the task of completing the system of policies and laws, the Ministry of Health presides over and coordinates with the Ministry of Finance, ministries, branches, agencies, and related organizations to develop a Resolution on piloting the diversification of health insurance packages, supplementary health insurance according to the needs of the people, strengthening links and cooperation between health insurance and health insurance provided by insurance companies to avoid duplication in payment of medical expenses, to be completed in the second quarter of 2028.
Develop a Decree on increasing health insurance contributions from 2027 according to a roadmap suitable to expanding the scope of benefits and health insurance benefits. In which, continue to increase the level of health insurance contribution support for policy beneficiaries, people from near-poor households, people with disabilities, and vulnerable people, ensuring sustainable maintenance and increasing the rate of population participating in health insurance, to be completed in March 2027.
Develop a Resolution on piloting mobilization, diversification, and expansion of revenue sources to ensure sustainability and development of the Health Insurance Fund, including a mechanism to use part of the funds from taxes on tobacco products, taxes on alcohol, beer, sugary drinks... to pay for some disease prevention services, chronic disease management, periodic health check-ups, screening, diagnosis and early detection of some diseases, especially non-communicable diseases, to be completed in the fourth quarter of 2028.
From the second quarter of 2027, gradually deploy patient stratification between professional and technical levels of medical examination and treatment to reduce treatment of mild diseases and common diseases at specialized medical examination and treatment facilities.
The decision requires that from 2026, gradually increase the rate, payment level, and expenditure for disease prevention, diagnosis, and early treatment of some diseases and priority subjects in accordance with the roadmap for increasing HI contributions and the balancing capacity of the HI Fund.
In which, expanding the scope of payment of the health insurance fund for some disease prevention, nutrition, chronic disease management, periodic health check-ups and screening services according to professional requirements.
