On July 9, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung - Head of the Central Steering Committee for the implementation of national target programs (CTMTQG), chaired the first meeting of the Steering Committee.
Concluding, besides the achieved results, the Prime Minister clearly stated that the implementation of programs is very slow compared to requirements, and many tasks are at risk of not being able to complete tasks and disburse capital in 2026.
The situation of too many documents and guidance materials for implementation causes difficulties for implementation at the grassroots level. Some localities, especially the heads, have not yet clearly identified the importance of national target programs to proactively implement.
Regarding the viewpoints and direction requirements, the Prime Minister clearly stated that the agency assigned to the program is fully responsible to the Government and the Steering Committee for the progress, quality and results of the program implementation.
At the same time, there must be general synthesis and coordination of all 4 national target programs (New rural construction program, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas; Cultural development program; Health care, population and development program; Modernization program, improving the quality of education and training) to create motivation for development, especially in rural and mountainous areas.
Resource allocation and use must be for the right purposes, for the right subjects, with focus and key points; not spread out, not overlapping, not allowing loss, waste, and negativity to arise.
Strive to resolutely disburse 100% of the central budget capital allocated in 2026, including over 17,000 billion VND of capital from 3 programs in the 2021-2025 period extended to 2026.
Strictly implement the principle of clear people, clear tasks, clear responsibilities, clear deadlines, clear results; take the results of implementation, disbursement progress and impact on people as the basis for assessing the responsibility of the head.

Regarding some tasks, the Prime Minister assigned the Ministry of Agriculture and Environment to regularly urge ministries and sectors, especially localities, to implement the program, in which it is necessary to complete the plan, detail the allocation, prepare a list of tasks and projects and organize implementation immediately after being allocated capital.
With the role of the Standing Agency of the Steering Committee, the Ministry of Agriculture and Environment summarizes the list of agencies behind schedule, causes and responsibilities to report to the leaders of the Steering Committee according to regulations.
The Ministry of Health and the Ministry of Education and Training urgently coordinate with the Government Office to submit to the Government leaders for promulgation regulations on principles, criteria, norms for central budget allocation and local budget counterpart ratio before July 15, 2026; complete the plan for allocation of the medium-term public investment plan for the period 2026-2030 and central budget capital for 2026, send to the Ministry of Finance for summarization and submission to competent authorities in July 2026.
The Ministry of Finance summarizes the plan for allocating medium-term public investment plans and capital plans for 2026 for each program, and submits it to competent authorities to allocate capital immediately when conditions are met, without delay.
Coordinate with ministries (Health, Education and Training) to complete and promulgate regulations on management, use and finalization of regular budgets of the Program according to their authority.
Monitor the progress of allocation, assignment and disbursement; monthly clearly summarize each program, each agency, each capital source that is still slow, causes and responsibilities, send to the Standing Agency of the Steering Committee to report to the Head of the Steering Committee, publicize progress data and propose immediate transfer of capital if necessary.
The Head of the Steering Committee also requested to research and integrate programs in a substantive way, not mechanical, cumulative; the spirit is that if it is found unreasonable, it must boldly propose adjustments.
