From July 1, regulations related to commune-level civil servants in Decree 33/2023/ND-CP have been abolished by Clause 3, Article 71 of Decree 170/2025/ND-CP.
In addition, Resolution No. 76/2025/UBTVQH15 of the National Assembly Standing Committee on the arrangement of administrative units stipulates: " Maintain current regimes, salary policies and position allowances (if any) for cadres, civil servants and public employees affected by the arrangement of administrative units who are still cadres, civil servants and public employees at agencies and organizations in the political system for 6 months from the date of the work arrangement document.
After this time, implement the regime, policies and position allowances according to the provisions of law".
According to Official Dispatch No. 11/CV-BCD of the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at 2 levels of the Government, cadres, civil servants, and public employees at the provincial and district levels and cadres and public employees at the commune level previously arranged as civil servants at the new commune level will continue to receive salaries according to their ranks, levels and current allowance regimes for 6 months; then implement according to new regulations of the Government.
Speaking with Lao Dong, Lawyer Nguyen Trong Nghia - ICA Legal Training Academy - said that the salary of commune-level civil servants in 2025 will be calculated according to the salary calculation method for commune civil servants before the time of administrative unit arrangement at all levels, on July 1, 2025.
Pursuant to Point a, Clause 1, Article 3 and Clause 5, Article 1 of Circular 07/2024/TT-BNV, the salary, allowances and fee activities for cadres and civil servants in communes are implemented according to the following formula:
Salary = Salary coefficient x Basic salary.
In which, the current basic salary is 2.34 million VND/month as prescribed in Clause 2, Article 3 of Decree 73/2024/ND-CP stipulating the basic salary and bonus regime for cadres, civil servants, public employees and armed forces.
The salary of the Vice Chairman of the Commune People's Committee is implemented according to Joint Circular No. 01/2005/TTLT-BNV-BTC dated January 5, 2005 guiding the conversion of old salaries to new salaries for cadres, civil servants and public employees.
Specifically, the salary coefficient of the Vice Chairman of the Commune People's Committee has 2 levels: 1.95 and 2.45.
With the application of the basic salary to 2.34 million VND/month, the salary of the Vice Chairman of the Commune People's Committee in 2025 is 4.563 million VND and 5.733 million VND respectively.
In addition to salary, the Vice Chairman of the People's Committee of the commune and ward also receives allowances. According to Article 19 of Decree 33/2023/ND-CP, commune-level cadres are entitled to a leadership position allowance compared to the basic salary. Accordingly, the Vice Chairman of the People's Committee of a commune or ward receives a position allowance of 0.2 compared to the basic salary.
