Salary of Chairman of the People's Committee of a commune or ward in 2025 after the merger

The salary of the Chairman of the People's Committee of the commune is: 5.031 million VND and 6.21 million VND, respectively, excluding other allowances, subsidies, and additional salaries.

From July 1, regulations related to commune-level civil servants in Decree 33/2023/ND-CP have been abolished by Clause 3, Article 71 of Decree 170/2025/ND-CP.

In addition, Resolution No. 76/2025/UBTVQH15 of the National Assembly Standing Committee on the arrangement of administrative units stipulates: " Maintain current regimes, salary policies and position allowances (if any) for cadres, civil servants and public employees affected by the arrangement of administrative units who are still cadres, civil servants and public employees at agencies and organizations in the political system for 6 months from the date of the work arrangement document.

After this time, implement the regime, policies and position allowances according to the provisions of law".

According to Official Dispatch No. 11/CV-BCD of the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at 2 levels of the Government, cadres, civil servants, and public employees at the provincial and district levels and cadres and public employees at the commune level previously arranged to work as civil servants at the new commune level will continue to receive salaries according to their ranks, levels and current allowance regimes for 6 months; then implement according to new regulations of the Government.

Speaking with Lao Dong, Lawyer Nguyen Trong Nghia - ICA Legal Training Academy - said that the salary of commune-level civil servants in 2025 will be calculated according to the salary calculation method for commune civil servants before the time of administrative unit arrangement at all levels, on July 1, 2025.

Pursuant to Point a, Clause 1, Article 3 and Clause 5, Article 1 of Circular 07/2024/TT-BNV, the salary, allowances and fee activities for cadres and civil servants in communes are implemented according to the following formula:

Salary = Salary coefficient x Basic salary.

In which, the current basic salary is 2.34 million VND/month as prescribed in Clause 2, Article 3 of Decree 73/2024/ND-CP stipulating the basic salary and bonus regime for cadres, civil servants, public employees and armed forces.

The salary coefficient of commune-level cadres and civil servants is applied according to the regulations on salary classification of specialized administrative civil servant ranks prescribed in Article 14 of Circular 02/2021/TT-BNV, the salary coefficient of administrative civil servants is as follows:

Specialist: With a salary coefficient of 2.34-4.98 (including salary coefficients according to the following levels: 2.34; 2.67; 3; 3.33; 3.66; 3.99; 4.32; 4.65; 4.98)

Cadres: With a salary coefficient of 2.1-4.89 (including salary coefficients according to the following levels: 2.1; 2.41; 2.72; 3.03; 3.34; 3.65; 3.96; 4.27; 4.58; 4.89).

Employees: Have a salary coefficient of 1.86-4.06 (including salary coefficients according to the following levels: 1.86; 2.06; 2.26; 2.46; 2.66; 2.86; 3.06; 3.26; 3.46; 3.46; 3.66; 3.86; 4.06).

In addition, according to Joint Circular 01/2005/TTLT-BNV-BTC, the salary coefficient of Level 1 of the Chairman of the Commune People's Committee is 2.15; the salary coefficient of Level 2 is 2.65.

According to the above regulations, the salary of the Chairman of the Commune People's Committee is: 5.031 million VND and 6.21 million VND respectively. This salary does not include other allowances, subsidies, and additional wages.
