On March 17, according to the Ministry of National Defense's Electronic Information Portal, the Ministry of National Defense received a petition from voters of Thai Binh province, saying that currently, many veterans who are soldiers participating in the resistance war against the US to save the country and have been demobilized and discharged from the army for less than 15 years of service are only entitled to a one-time subsidy calculated based on the actual number of years of service in the army, and have not yet received a monthly subsidy.
Voters requested the Ministry of National Defense to consider and advise competent authorities to allow these subjects to receive monthly allowances.
The Ministry of National Defense previously also received a petition from voters in Bac Kan province with the content of considering the regulation for veterans who have participated in the resistance war against France and the US to receive monthly allowances.

Regarding the above proposal of voters, the Ministry of National Defense said that the regulation on conditions for actual service time in the army to receive a one-time allowance or a monthly allowance (under 15 years of service are entitled to a one-time allowance; from 15 to under 20 years of service are entitled to a monthly allowance) for cases of soldiers participating in the resistance war against the US to save the country who have been demobilized or discharged from the army to return to their localities is implemented according to Decision No. 142/2008/QD-TTg dated October 27, 2008 of the Prime Minister.
This regulation has been carefully studied and considered by ministries and branches, and reported to the Government Party Committee to submit to the Politburo for approval, the Prime Minister issued a Decision to implement the regime and policies; in accordance with the country's socio-economic conditions and the State's ability to ensure the budget; at the same time, it is balanced with the issued regimes and policies.
Therefore, according to the Ministry of National Defense, the proposal to have a monthly subsidy regime for subjects under 15 years of actual service in the army who have received a one-time subsidy as prescribed in the above Decision is not consistent with the Conclusion of the Politburo.
At the same time, it creates inadequacies for cases that have received one-time allowances according to the provisions of Decision No. 290/2005/QD-TTg dated November 8, 2005; Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister; between subjects with actual military service time of less than 15 years and over 15 years.
On the other hand, to ensure social security, on June 29, 2024, at the 7th Session, the 15th National Assembly passed the Law on Social Insurance 2024, effective from July 1, 2025.
Accordingly, the Law has added the subjects and conditions for enjoying social pension benefits guaranteed by the State budget; in which, cases falling under the category of poor households, near-poor households with 70 years old to under 75 years old and cases with 75 years old or older if they do not have a pension or monthly social insurance benefits will receive social pension benefits according to Government regulations.
