The Ministry of Home Affairs has responded to the petitions of voters in Da Nang City sent after the first session of the 16th National Assembly.
Voters proposed to study adjusting to increase the salary and allowance regime for commune-level civil servants and non-specialized workers in communes and villages; consider allocating a 30% allowance level for the Party, Fatherland Front and mass organizations for commune-level civil servants to ensure consistency with provincial and central levels.
Responding to the above content, the Ministry of Home Affairs said: Implementing the tasks assigned by the Politburo in Conclusion No. 174-KL/TW dated July 4, 2025, Conclusion No. 186-KL/TW dated August 29, 2025 and Conclusion No. 206-KL/TW dated November 10, 2025, the Ministry of Home Affairs coordinates with the Ministry of Finance and relevant ministries and agencies to submit to the Government for promulgation Decree No. 161/2026/ND-CP dated May 15, 2026 stipulating the base salary and bonus regime for cadres, civil servants, public employees and armed forces adjusting to increase the base salary from 2,340,000 to 2,530,000 VND/month from July 1, 2026, ensuring compliance with the consumer price index, economic growth rate and the capacity of the state budget to improve the lives of cadres, civil servants, public employees, armed forces and workers.
At the same time, implementing the direction of the Politburo and the Secretariat in document No. 3426-CV/VPTW dated June 30, 2026 of the Party Central Committee Office, the Ministry of Home Affairs continues to proactively coordinate with relevant ministries and agencies to study and propose new salary policies and social insurance in the spirit of the Resolution of the XIV Congress to report to competent authorities for consideration and decision (including salaries and allowances for commune-level cadres and civil servants and non-specialized workers in villages and residential groups as voters' opinions stated).
Regarding the proposal to consider allocating a 30% allowance level for the Party, Front and mass organizations for commune-level civil servants, the Ministry of Home Affairs said that based on the conclusion in Notice No. 13-TB/TW dated March 28, 2011 of the Politburo on amending irrationalities in salaries and allowances for cadres, civil servants, and public employees of Party agencies, socio-political mass organizations, the Central Organization Committee issued Guidance No. 05-HD/BTCTW dated July 1, 2011 guiding the implementation of a number of allowance regimes for cadres, civil servants and employees working in Party agencies, socio-political mass organizations and the salary regime of the Vietnam Veterans Association according to Notice No. 13-TB/TW dated March 28, 2011 of the Politburo, in which Clause 1, Section I of Guidance No. 05-HD/BTCTW has specifically stipulated the scope and subjects of application.
