- Comrade Nguyen Long Hai: The draft document of the 14th Party Congress assessed that in 5 years of implementing the Resolution of the 13th Party Congress, our Party steadfastly led the country to continue to achieve very important, comprehensive, breakthrough results, many outstanding bright spots. Many major strategic guidelines and policies, many unprecedented tasks, were led and directed by the Central Executive Committee, Politburo, and Secretariat, bringing clear effectiveness. Thereby affirming the leadership capacity, combat strength and prestige of the Party, being supported by cadres, party members and people, and highly appreciated by international public opinion.
Contributing to the overall achievements of the entire Party and the political system is the great effort of Party committees, Party organizations, agencies, units and cadres and party members in the Party Committee of Central Party Agencies. At the 1st Party Congress, term 2025-2030, General Secretary To Lam praised and acknowledged: "Each policy, each document, each resolution of the Party is issued with important contributions, a clear mark in the strategic advisory work of the Central Party Agencies".
Clearly defining a particularly important position, directly leading and coordinating the leadership of strategic advisory work, serving the Central Government, the Politburo, and the Secretariat to solve many important tasks of the Party and the country, immediately after its establishment (according to Decision No. 242-QD/TW dated January 24, 2025 of the Politburo) under the leadership of the Central Government, the Politburo, and the Secretariat, Party agencies and organizations in the Party Committee have advised and promulgated, organized the implementation of many strategic, breakthrough, and historically significant policies and decisions. The most prominent is advising on the implementation of the "revolution" on arranging the organizational apparatus, completing the overall model of the political system, and deploying the local government at two levels. Up to now, Party committees and agencies in the Central Government have chaired or coordinated advising the Politburo on issuing 9 strategic resolutions in the fields of breakthroughs in science and technology development and digital transformation, perfecting institutions, international integration, private economy, state economy, energy, health
Party building work throughout the Party Committee has had many innovations, achieving clear results. The study, thoroughly grasping, and implementing of resolutions, directives, and conclusions of the Central Government associated with studying and following Ho Chi Minh's ideology, morality, and style and implementing regulations on exemplary responsibility of cadres and party members has been seriously implemented, with many new and effective ways of doing things. Cadre organization work; building and consolidating grassroots Party organizations; Party committee and party cell activities; party member management work; internal political protection has many positive changes. The sense of responsibility, exemplary spirit, and proactiveness of the contingent of cadres and party members, especially leaders, have been clearly enhanced. - Comrade Nguyen Long Hai: The Central Government's orientation both shows recognition and appreciation for the role of agencies, units, and Party organizations in the Party Committee, and at the same time sets out very large tasks and very high requirements.
Inheriting the achievements, results and inherent experience, the Party Committee will seriously grasp and implement the documents of the 14th Party Congress, with the highest determination and will, focusing on building a clean and strong Party Committee, typical in politics, ideology, ethics, organization and cadres; continue to lead and direct the advising and promulgation of the Party's guidelines and policies, improve the system of Party regulations and rules; and at the same time effectively implement resolutions, directives, and conclusions of the Central Government, especially strategic resolutions in the fields of building and perfecting institutions, economic, cultural, and social development,... creating strong motivation to promote rapid and sustainable development of the country.
The Party Committee continues to promote its role as a place to gather wisdom, provide sharp and strategic advice to serve the leadership and direction of the Central Government, the Politburo, and the Secretariat. This requires proactive coordination, research, analysis, and forecasting of domestic and international development trends, early identification of opportunities and challenges, and proposals for advice on appropriate guidelines, policies, and solutions. Improve the quality of theoretical research and practical summaries to promptly advise on guiding documents, both ensuring a scientific theoretical basis and promptly solving problems posed by practice. At the same time, it is necessary to strongly apply science and technology, innovative and digital transformation solutions, contributing to improving the quality of advising on building guidelines and resolutions, associated with strengthening inspection, supervision, and evaluation of the implementation of the Party's guidelines and resolutions in life.
To create substantive changes, the responsibility to set an example and pioneering nature of the Party organization, cadres, party members, especially leaders in performing their responsibilities and tasks, thereby inspiring the whole team and spreading positive energy, cannot be lacking. It is necessary to continue to effectively implement the Central Committee's resolutions on building and rectifying the Party and the political system; on promoting studying and following Ho Chi Minh's ideology, morality, and style; building standards of office culture, party culture; building a working environment of solidarity, unity, democracy, responsibility, and discipline throughout the Party Committee.
Paying attention to building a contingent of cadres of central Party agencies commensurate with the responsibilities of each agency and unit is always the "key of the key". Each Party Committee, cadre, and party member in the Party Committee needs to deeply understand their role and responsibility, thereby constantly cultivating political bravery, pure qualities, saying and doing; always having innovative and creative thinking; daring to think, daring to do, daring to take responsibility, putting the interests of the Party, State, and people first and foremost.
