On the morning of June 25, Mr. Nguyen Van Toan - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the People's Committee of Hoa Binh province led a working group to inspect the actual progress of the trial operation of the new 2-level local government model in Cao Son commune.
According to the reporter of Lao Dong Newspaper, at exactly 7:30 a.m., all cadres and civil servants of Cao Son commune as assigned were present, immediately starting the new task. Departments proactively approach the process of handling administrative procedures according to the two-level government model. Basically, the machinery system and transmission lines ensure stable operation.

On the first day of trial operation, the one-stop department of Cao Son commune received nearly 8 administrative records from the people. Ms. Bui Thi Man - a resident who came to do the birth registration procedure shared: "Commune officials are dedicated to guiding, quick-witted, helping people like me feel secure when performing procedures locally according to the new model".

Ms. Dang Thi Khanh Huyen - Judicial officer of civil status said that before the trial operation of the 2-level government model, all cadres and civil servants of the commune were trained and familiar with the new working process according to their assigned functions and tasks.
"The group of administrative procedures that the new commune will receive includes the fields of justice - civil status, land administration - construction - environment, culture - society - education and training, labor - social war invalids, and internal affairs and organization", Ms. Huyen shared.

Immediately after completing the professional tasks in the morning, commune leaders and officials continued to attend a thematic meeting on organizing and operating the two-level local government model, in order to unify the implementation method, handling situations and continuing to perfect the model during the testing phase.
Talking to reporters, Mr. Luong Van Thi - Chairman of Da Bac District People's Committee said that after the merger of two administrative units, Cao Son commune has a total of 60 cadres and civil servants. The ideology of CBCC is excited, ready to take on tasks according to the two-level government model. The people in the commune have stable ideology, trusting in the leadership of the Party Committee and the government.
However, he also frankly shared some existing difficulties such as many old equipment, affecting work efficiency; while the plan to arrange public housing for officials working away from home has not been established, making it difficult to stabilize long-term living.
" Hopefully, in the coming time, the Provincial Party Committee will consider supporting funding so that the locality has the conditions to overcome current difficulties, thereby ensuring the effective and sustainable operation of the two-level government model," Mr. Thi shared.
