On May 28, information from Nghe An Provincial People's Committee said that it had just issued Guidelines on criteria for evaluating cadres, civil servants, public employees and workers as a basis for reorganizing the apparatus, streamlining the payroll, and restructuring the team according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government.
The goal is to determine the exact person who meets the qualities and capacity to meet the task requirements, and at the same time screen and solve the regime for cases where they have to quit their work in the streamlining process. The Provincial People's Committee requires the assessment of synchronous, fair, objective, scientific and humanities.
The assessment is comprehensive, including: professional capacity, soft skills, work efficiency, attitude and public ethics.
Specific criteria are converted to a scale of 100, in which professional and technical competence: 30 points; Results in the last 3 years: 45 points; Quality, sense of responsibility: 20 points; Innovation and creativity: 5 points.
Agencies and units under the management of the Provincial People's Committee will set up a evaluation council to make a scoring and approval. The head of the unit is the Chairman of the Council, the members including the deputy, the head of the department, the representative of the socio -political organization of the same level and other components under the decision of the head.
In 2025, units must issue a set of appropriate criteria before June 10 and complete the review and assessment before June 20. For the following years, the deadline for completing the overall assessment is before December 30 every year.
The provincial People's Committee also encourages units to accomplish the streamlining targets of 20% of the payroll in the period of 2025 - 2026. After reaching the target, the units can continue to use the evaluation results to screen and improve the quality of the contingent of cadres, civil servants and public employees.
