Nghe An Provincial People's Committee has just issued a plan to implement the arrangement of administrative units (ADUs) at the commune level in the 2023-2025 period, while building a model of organizing local government at two levels.
According to the roadmap, before April 22, 2025, districts, towns and cities must complete the project to reorganize commune-level administrative units, collect voters' opinions and submit to People's Councils at all levels for approval of the plan. Before May 1, 2025, the Provincial People's Committee will synthesize, complete the dossier and submit it to the Ministry of Home Affairs for appraisal.

After that, the province will organize the announcement of the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units in newly established units.
Along with that, the province will reorganize the personnel apparatus after the merger; arrange facilities, finance, and seals to ensure smooth administrative operations and effective service to the people.
The Provincial Steering Committee on the arrangement of administrative units and the development of a two-level local government model has been established, headed by the Provincial Party Secretary. The Department of Home Affairs is a standing agency, responsible for guiding, inspecting and advising on the implementation of the plan.
People's Committees at all levels are responsible for organizing the collection of voters' opinions, reporting to the People's Council and coordinating the development of arrangement plans in accordance with local realities, ensuring high consensus among the people.
During the implementation process, the province has paid special attention to propaganda and mobilization work to create unity in awareness among cadres, party members and people. At the same time, develop a plan to reasonably arrange a team of redundant cadres and civil servants, ensuring political stability, social order and legitimate rights of the people.
The arrangement of the commune level and building a two -level government model is an important step in the administrative reform process, requiring fierce, synchronous and involved guidance of the entire political system. Nghe An is trying to implement this task on schedule and efficiency, associated with the practical interests of the people and the sustainable development of the province.
