On June 17, information from the Standing Committee of Nghe An Provincial Party Committee said that from June 20, Nghe An province began a trial operation of the 2-level local government model in Dong Loc commune, Nghi Loc district. This is a specific step to implement the restructuring of the apparatus after completing the reorganization of commune-level administrative units in the whole province.
According to the plan issued by the Standing Committee of Nghe An Provincial Party Committee, the pilot operation includes developing working regulations, work programs and assigning tasks in the commune Party Committee; preparing documents for the Commune Party Congress for the 2025-2030 term; at the same time, operating the Commune-level Public Administration Service Center with document management software, public service electronic letters and the process of receiving and handling administrative procedures for people and businesses.

From the model in Dong Loc, the remaining communes and wards will organize a trial operation before officially coming into operation according to the 2-level local government model. After the testing process, agencies and units will organize a summary, evaluate the advantages, limitations and draw lessons to perfect the model.
It is known that after the arrangement, Nghe An has 130 commune-level administrative units, including 119 communes and 11 wards. The whole province currently has 12,721 cadres, civil servants and public employees at district and commune levels. It is expected that after the arrangement, about 7,800 people will be arranged, the remaining number (about 3,530 people) will be resolved within 5 years according to regulations.
Nghe An is the province with the largest area in the country (16,487km2), with a population of more than 3.8 million people. The implementation of the 2-level local government model is expected to help the apparatus operate compactly and effectively, serving better people and businesses.
