Mr. Pham Van Nam (name of the character changed) learned that the Government will comprehensively consider the regime and policies for commune-level cadres and civil servants in the Salary Policy Reform Project, expected to be submitted to the Politburo in 2026.
The project will also be sent to collect opinions from localities for completion, ensuring a general balance throughout the political system. However, so far, localities have not received the Project to deploy and collect opinions from units and participate in contributing opinions.
Mr. Nam said that, according to the spirit of Resolution 27 on salary policy reform, salary payment according to job positions has been set out for many years but has not been implemented yet. Therefore, he proposed that the Ministry of Home Affairs soon send the Salary Policy Reform Project to localities as directed by the Government to complete and submit to the Politburo on schedule.
Regarding Mr. Nam's proposal, the Ministry of Home Affairs has responded on the Electronic Information Portal.
According to the Ministry of Home Affairs, in Resolution No. 105/NQ-CP dated April 8, 2026 of the Government, the Government's Action Program to implement Conclusion No. 210-KL/TW dated November 12, 2025 of the 13th Party Central Committee on continuing to build and complete the organizational structure of the political system in the coming time has assigned the Ministry of Home Affairs to preside over and coordinate with relevant agencies to study and develop a project to reform the salary and allowance regime for cadres, civil servants, public employees, laborers and armed forces in accordance with practical requirements on arranging the organizational structure, implementing the 2-level local government model and streamlining staff.
At the same time, based on Conclusion No. 83-KL/TW dated June 21, 2024 of the Politburo; document No. 18589-CV/VPTW dated October 31, 2025 and document No. 3426-CV/VPTW dated June 30, 2026 of the Party Central Committee Office, the Ministry of Home Affairs has coordinated with the Central Policy and Strategy Committee to summarize the implementation of Resolution No. 27-NQ/TW and report to the Politburo and the Secretariat for opinions to continue to proactively coordinate with relevant ministries and agencies to research and propose new salary policies and social insurance in the spirit of the Resolution of the XIV Congress to report to competent authorities for consideration and decision.
