On September 4, the Government Office said that it had just issued Document No. 8941/VPCP-CN to the Ministry of Construction conveying the opinion of Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc on mechanisms and policies applied generally to expressways in the 2026-2030 period.
The document stated: Considering the report of the Ministry of Construction (document No. 13488/BXD-KHTC dated August 24, 2026) on submitting mechanisms and policies applied generally to expressways in the period 2026-2030, Standing Deputy Prime Minister Pham Gia Tuc requested the Ministry of Construction to receive opinions from the Ministry of Justice, the Ministry of Finance and relevant agencies, carefully study current legal regulations on state budget, public investment, public-private partnership (PPP) investment, construction, bidding, planning, minerals, land... to specifically identify difficulties and obstacles (if any).
In case it is necessary to widely apply specific mechanisms and policies that have been permitted by competent authorities in specific projects, the Ministry of Construction needs to summarize and fully assess the impact and implement them in accordance with the correct order, procedures, and authority in policy issuance.
Thereby ensuring synchronization and fairness in law enforcement, creating a clear legal basis to accelerate the implementation of expressways in particular and key national projects in general.
Previously, in the report of the Ministry of Construction sent to the Government on August 24, 2026, the Ministry of Construction said that many special mechanisms and policies have been allowed by the National Assembly to be repeatedly applied in projects of similar nature.
The fact that each project has to submit to the National Assembly for promulgation a separate resolution to apply the same basic mechanisms and policies prolongs the preparation time for investment, which may lead to inconsistent handling methods between similar projects.
To accelerate the implementation progress, mobilize resources and promote decentralization and delegation of power of expressway projects, the Ministry of Construction proposes that the Government have a unanimous opinion on applying a number of special mechanisms and policies of the Ring Road 5 project to apply generally to expressway projects implementing public investment in the 2026-2030 period.
