On September 11, Prime Minister Pham Minh Chinh - Head of the Steering Committee on science, technology, innovation, digital transformation development and Project 06 signed Decision No. 126/QD-BCDCP promulgating the 2025 operation plan of this Steering Committee.
The plan emphasizes the elimination of all ideas, concepts, and barriers that are hindering development; making institutions a competitive advantage in the development of science, technology, innovation, and digital transformation.
According to the plan, relevant ministries, branches and localities will conduct research and propose amendments and supplements to a number of provisions in: Law on Intellectual Property, Law on Personal Income Tax, Law on Civil Servants, Law on Anti-Corruption.
Develop mechanisms and policies to attract and develop high-quality human resources in the fields of science, technology, innovation and digital transformation; direct universities to promote human resource training in this field and research and implementation of a model combining universities, research centers and production facilities.

Relevant ministries, branches and localities implementing the tasks and solutions of Project 06, reforming administrative procedures, digital transformation associated with Project 06, strive to have 100% of eligible administrative procedures according to the provisions of law provided in the form of full online public services, 80% of administrative procedure records processed online, 40% of the adult population using online public services.
Accelerate connection and sharing of important data in areas such as population, justice, education, banking, tax, insurance, enterprises, land, vehicles, etc.; promote non-cash payments and payments in all areas of social life, promote the implementation of household tax collection to serve economic management.
The Steering Committee also requested relevant ministries, branches and localities to implement tasks and solutions of Plan No. 02-KH/BCDTW of the Central Steering Committee on promoting connective, synchronous, rapid and effective digital transformation to meet the requirements of the political system's organizational arrangement, especially tasks with a deadline for completion in the last 4 months of 2025 such as urgently eliminating bottlenecks and power shortages so that villages and hamlets have access to digital transformation.
Ensure a stable, efficient and sustainable power supply; build, clean and put into operation, ensure "correct - sufficient - clean - living - unified - shared" for 12 national and specialized databases.
The plan also requires the application of artificial intelligence in providing online public services on the National Public Service Portal; organize implementation guidance on information systems for handling administrative procedures at the ministerial and provincial levels and at provincial and commune-level public administrative service centers.
