On the morning of September 5, at the National Assembly House, the National Assembly Standing Committee held its 49th session to give opinions on many important contents according to its authority.
In his opening speech, Politburo member and National Assembly Chairman Tran Thanh Man stated that the session is expected to last nearly 6 days, divided into three sessions, considering 32 official contents and some reserve contents. This is an important session to prepare for the 10th Session - the final session of the 15th tenure.
One of the contents that accounts for most of the session's time is legislative work. The National Assembly Standing Committee will consider 14 draft laws, including 7 comprehensively amended projects, with a wide scope and great impact on areas such as market economy institutions, human rights, national defense and security, and science and technology.
In particular, the guiding spirit is to pass the Land Law (amended) and the Planning Law at the 10th Session. These are two draft laws that localities are eagerly waiting for to remove obstacles in direction, management and operation.
A notable new point is that for the first time, the National Assembly Standing Committee will directly decide on the legislative program for 2026 instead of submitting it to the National Assembly as before. This change aims to ensure flexibility and closeness to practice for the legislative program of the transition year to the new term.
At the same time, preparations for the country's important political event at the beginning of the new year have also been carried out. The National Assembly Standing Committee will discuss and approve resolutions guiding bargaining, nomination, and contact with voters.
These resolutions must be prepared closely and clearly, ensuring that the process of selecting delegates takes place fairly, transparently and in accordance with the law. The National Election Council has been established and put into operation, showing active preparation early.
This session will give its second opinion on the preparation for the 10th Session of the 15th National Assembly, expected to consider nearly 70 major contents. Including many draft laws to comprehensively amend important resolutions to promptly concretize the Party's policies, including issues of national energy security, breakthroughs in the development of education and training, international integration, and national target programs on health.
The National Assembly Chairman emphasized the requirement to only include eligible contents in the program and can be approved at one session. The projects that need to be discussed in two sessions will be transferred to the 16th National Assembly. The document submission to the delegate must be on time, avoiding the situation of late submission or supplementation at the last minute.
The National Assembly Standing Committee also gave opinions on important issues: Budget, public investment, financial mechanisms and considered the report on people's petition work in August 2025.
The National Assembly Chairman emphasized the working spirit of the final session to accompany the Government in removing difficulties and obstacles, striving to achieve the double-digit growth target in the period of 2026-2030, making Vietnam a country with a high average income by 2030 and a high income by 2045.
With a huge workload, the meeting may have to work on both Saturday and Sunday to ensure the completion of the set program.
