Many localities across the country are announcing the classification of commune and ward-level administrative units. The classification results are the basis for provinces and cities to implement state management, allocate investment resources, build organizational structures, implement policies for cadres and civil servants as well as serve the requirements of socio-economic development in the locality.
In Hanoi City, according to Decision No. 2655/QD-UBND, 126 commune and ward-level administrative units of the city are classified into 3 groups including administrative units of type I, type II and type III. In which, there are 47 wards meeting the standards of administrative units of type I, 4 wards of type II; for commune blocks, there are 62 communes of type I, 12 communes of type II and 1 commune of type III.
For ward administrative units, units of type I are mainly central areas with high urbanization rates, large population scale and playing a driving force role in socio-economic development of the Capital such as: Bo De, Hong Ha, Hoan Kiem, Dai Mo, Long Bien, Ha Dong, Giang Vo, Thanh Xuan, Ba Dinh, Cau Giay, Hai Ba Trung, Tay Ho, Tu Liem...
4 wards are classified as type II including: Hoang Liet, Thuong Cat, Linh Nam and Yen So.
In Tay Ninh province, after implementing the arrangement of administrative units, the whole province has 96 commune-level administrative units, including 14 wards and 82 communes.
Among these, there are 37 administrative units classified as type I, including 11 wards and 26 communes; 55 type II administrative units, including 3 wards and 52 communes; 4 type III administrative units, all communes.
In Hai Phong, according to the decision on classifying commune-level administrative units: there are 46 communes, wards, special zones type I; 67 communes, wards type II; Bach Long Vi special zone type III.
Notably, among the 46 commune-level administrative units classified as class I, in addition to 36 wards, there are also 9 communes, including: Kien Thuy, Kien Hai, An Lao, Vinh Bao, Phu Thai, Thanh Mien, Gia Loc, Mao Dien, Nam Sach and Cat Hai special zone.
Administrative units at commune level classified as class II are mainly communes and 9 wards including: Nam Do Son, Nam Dong, Ai Quoc, Kinh Mon, Nguyen Dai Nang, Tran Lieu, Bac An Phu, Pham Su Manh, Nguyen Trai.
In Ho Chi Minh City, in phase 2, the city has classified 42 commune-level administrative units. Among them, administrative unit type 1 has 37 localities (25 wards, 11 communes and 1 special zone), administrative unit type 2 has 5 communes.
Previously, the Ho Chi Minh City People's Committee had a decision to classify administratively 126 localities. Thus, up to now, 168 communes, wards, and special zones of the city have been completely classified.
According to Decree No. 307/2025/ND-CP, Hanoi and Ho Chi Minh City are special-class provincial-level administrative units; the remaining centrally-run cities are type I provincial-level administrative units.
The province is divided into three types: type I, type II and type III.
Communes are divided into three types: type I, type II and type III.
Wards and special zones are divided into four types: special type, type I, type II and type III.
Criteria for classifying administrative units include: Criteria on population size; natural area; socio-economic development conditions; Specific criteria.
Regarding the standards of administrative units, Resolution 112/2025/UBTVQH15 stipulates:
Commune standards
1. Population size:
a) Mountainous communes with 5,000 people or more;
b) Communes in islands with 2,500 people or more;
c) Communes not belonging to points a and b of this clause with 16,000 people or more.
2. Natural area:
a) Mountainous communes from 100 km2 or more;
b) Communes in islands from 15 km2 or more;
c) Communes not belonging to points a and b of this clause from 30 km2 or more.
Ward standards
1. Population size from 21,000 people or more.
2. Natural area from 5.5 km2 or more.
