On the afternoon of November 2, Prime Minister Pham Minh Chinh chaired a meeting of the National Committee for Education and Training Innovation (GDDT).
Contributing her opinion at the meeting, former Vice President Nguyen Thi Doan - President of the Vietnam Association for Promoting Education - said that in the action program to implement Conclusion 91 of the Politburo, the Ministry of Education and Training needs to pay more attention to the issue of building a learning society.
One of the factors to build a successful learning society is the government’s commitment, the second is resources, and the third is creating consensus among the people. These issues must be studied in depth to build a learning society in Vietnam.
Regarding the issue of teachers' salaries, the Chairman of the Vietnam Association for Promoting Education expressed that the Prime Minister has been very determined in the policy of reforming the salary mechanism for teachers.
However, when it is not possible to raise salaries according to the highest salary system, it is necessary to study subsidies for teachers, applied as basic health care with 100% allowance.
Speaking at the meeting, the Prime Minister especially noted three contents in the draft action program.
Firstly, promote decentralization and delegation of power to localities and educational institutions to create space for creativity; enhance local autonomy with the spirit of local decision, local action, local responsibility.
Second, improve the quality of learning and teaching, focus on improving the quality of the teaching staff, teaching appropriate to the age of students, creating motivation and inspiration for students, taking students as the center, teachers as the driving force.
Third, build a mechanism to promote the formation of a learning society and lifelong learning.
Noting some contents, the Prime Minister requested that by the first quarter of 2025 at the latest, the development of the Education Development Strategy for the period up to 2030, with a vision to 2045, be completed.
Regarding improving the quality of human resources and management of civil servants in the education sector, the Prime Minister assigned the Ministry of Home Affairs to preside over and coordinate with the Ministry of Education and Training to review and propose on the staffing of the education sector and study, review, amend and supplement regulations on staffing management and civil servant standards.
Pay attention to ensuring enough classrooms in the direction of increasing the size of schools, building schools according to the inter-level model, reducing school points, suitable to the reality, conditions and circumstances of the country and each place.
Regarding resources, the Ministry of Planning and Investment will preside over and coordinate with the Ministry of Education and Training and the Ministry of Finance to research and summarize good models and good practices to develop policies to mobilize resources, using state resources as seed capital, promoting the leading role and activating social resources.
The Prime Minister assigned the Ministry of Education and Training to preside over research and develop a project to build breakthrough mechanisms and policies to attract and use foreign experts, scientists and overseas Vietnamese to teach, research and work at Vietnamese educational institutions.
Regarding institutions in building a learning society and lifelong learning, the Prime Minister stated that there must be mechanisms and incentive policies, and everyone must have equal access to this issue.
