Ensure standards
According to the report on the examination of the Government's proposal and Project to establish Hue city under the Central Government, compared with the standards of a city under the Central Government, Thua Thien Hue has gradually and firmly completed the conditions and standards of a city under the Central Government:
Ensuring the standard of population size, Hue City under the Central Government is expected to be established with a population of 1,236,393 people (meeting the standard - according to regulations, from 1,000,000 people or more).
Regarding natural area standards, the Centrally-run Hue City is expected to be established with a natural area of 4,947.11 km2 (meeting the standard - according to regulations, it is from 1,500 km2 or more).
Standards for administrative units (Us), after arranging the district-level Us, Hue City under the Central Government is expected to have 9 district-level Us including 2 districts, 3 towns and 4 districts (according to regulations, there must be 9 units or more).
Regarding the standards for urban classification, the area planned to establish Hue City under the Central Government has been recognized as meeting the criteria for a Type I urban area (according to Decision No. 924/QD-TTg dated August 30, 2024 of the Prime Minister). Regarding the standards for socio-economic structure and development level: Thua Thien Hue province has met the standards for socio-economic structure and development level applicable to centrally run cities according to the provisions of the Resolution of the National Assembly Standing Committee on the standards of administrative units and classification of administrative units.
Opportunity for growth
Up to now, Thua Thien Hue province has achieved important achievements and results in socio-economic development and ensuring national defense and security. In 2023, the economic growth rate and GRDP growth rate will be higher than the national average; state budget revenue will reach 11,350 billion VND; local budget expenditure will be 10,480 billion VND; gross regional domestic product (GRDP) is estimated at 73,230 billion VND (current price), GRDP per capita is estimated at 62.6 million VND (2,665 USD/person), up 9.5% over the same period, the poverty rate will decrease to 2.27%; national defense and security will be maintained, and people's lives will be increasingly improved.
The economic structure has shifted in the right direction, with industry, construction and services accounting for a large proportion of the economic structure (91.06%). Total social investment capital reached 31,000 billion VND, an increase of 12% compared to 2022. Along with the development of industry, trade, services and tourism, the province has focused on developing modern technical and social infrastructure systems.
Becoming the 6th centrally-governed city in the country will open up opportunities for Thua Thien Hue to develop more strongly. When Hue becomes a centrally-governed city, it will have more autonomy in its financial budget and enjoy special policies aimed at becoming an economic and cultural center of Vietnam.
Chairman of the People's Committee of Thua Thien Hue province Nguyen Van Phuong said that with the position of a centrally-run city, Thua Thien Hue will have advantages in attracting large investors with strong potential to research investment, develop production and business activities as well as fill industrial parks, Chan May Lang Co economic zones... Thereby, stimulating development and creating favorable conditions for economic sectors to invest, produce and do business; helping to solve employment, increase income and improve people's lives.
"The goal of becoming a centrally-governed city contributes to enhancing the role and position of Thua Thien Hue province, giving it the opportunity to contribute more to the country and the region, and improving the quality of life of local people. Therefore, the province will gradually overcome difficulties to complete the set goals.
In addition, mechanisms and policies will be expanded, the allocation of development investment capital from the state budget will be higher; foreign capital sources and projects will be called for according to the urban development program of the Central and the province to invest in infrastructure. From there, businesses will have more opportunities to invest and develop and people will enjoy better infrastructure conditions and access to public services" - Chairman of the People's Committee of Thua Thien Hue province Nguyen Van Phuong affirmed.
