The national training conference on expertise and profession related to Party building organization, State management, activities of the Front and new commune-level political organizations will be held from 14-15.
Speaking at the conference on June 14, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front (VFF) Nguyen Thi Thu Ha stated: Recently, many documents have been issued directly related to the organization and operation of the VFF.
Implementing these documents, on June 13, 2025, the Standing Committee of the Central Committee of the Vietnam Fatherland Front issued Official Letter No. 1018 urging the implementation of organizational restructuring. In which, it is required that before June 18, a decision be issued to end and establish a new Vietnam Fatherland Front Committee of the provinces subject to merger.
The Standing Committee of the Vietnam Fatherland Front Committee (new) issued decisions simultaneously to end the Vietnam Fatherland Front Committee of the district, end the Vietnam Fatherland Front Committee of the old commune and establish the Vietnam Fatherland Front Committee of the new commune.
The Politburo issued Decision No. 30, stipulating the functions and tasks of the organizational apparatus of the Central Committee of the Vietnam Fatherland Front (including socio-political organizations).The Central Committee of the Vietnam Fatherland Front has also asked for the Secretariat's opinion on the directive on leadership of the Vietnam Fatherland Front Congress and socio-political organizations.
Regarding the organization and operation of the Vietnam Fatherland Front, when implementing the arrangement, the operating principles of the Vietnam Fatherland Front are as an organization of political alliance, voluntary unions of organizations, classes and classes of people in society that do not change and are implemented according to the principle of voluntariness, democratic bargaining, coordination and unity of action among members.
The new regulation also adds clarification that the Vietnam Fatherland Front will take the lead role of the Front. This spirit has been demonstrated in the 2013 Constitution "political and social organizations and other member organizations of the Front coordinate and act together in the Vietnam Fatherland Front". democratic consultation and concerted action are both the principle and the method of operation of the Vietnam Fatherland Front and socio-political organizations.
Regarding the relative independence of organizations and organizations that still hold Congresses, still have Charter, legal status, have their own accounts and seals, competent socio-political organizations submit draft laws to the National Assembly and Ordinance to the National Assembly Standing Committee.
The leading role of the Front is the concretization of the content of "subjection" of socio-political organizations to the Vietnam Fatherland Front, Ms. Nguyen Thi Thu Ha stated: Firstly, under the Party organization, all Party organizations of socio-political organizations have joined the Party Committee of the Vietnam Fatherland Front and Central organizations. The Party comprehensively leads political tasks.
Second, the dependence is shown through being subject to management of the payroll (common allocation to the Front), operating expenses (political - social organizations will be level 2 accounts through the unit, the Vietnam Fatherland Front).
The dependence also involves the coordination, unification of actions, orientation of activities, under the leadership of the Central Executive Committee, the Politburo, the Secretariat and directly and comprehensively the Party Committee of the Vietnam Fatherland Front and Central organizations.
The dependence is also reflected in the presence of a general agency for consulting and assisting in work and personnel work. The heads of socio-political organizations at all levels will be restructured as Vice Chairmen of the Vietnam Fatherland Front Committees at all levels.
