Mr. Nguyen Van Quang said that according to Official Dispatch No. 16/CV-BCD dated August 9, 2025, the document only refers to employees receiving salaries from the state budget.
Therefore, currently, some localities do not pay allowances to part-time workers, because this group of subjects only receives allowances, not salaries.
In fact, some places still pay a part, but even the allowances under the 18 types of allowances reserved have not been fully resolved. This leads to a situation where the payment of funds for part-time workers in each locality is different.
"Unprofessional workers have received very low incomes and are still taking on the job, but the benefits have not been paid in time. I hope that leaders at all levels will soon have specific instructions to ensure the rights of this force" - Mr. Quang suggested.
Regarding his petition, the Department of Salary and Social Insurance, Ministry of Home Affairs responded on the Electronic Information Portal.
Pursuant to Resolution No. 76/2025/QH15 of the National Assembly Standing Committee on the arrangement of administrative units in 2025 and at points 1.1.4 and 1.1.4, Clause 1, Section V of Decision No. 759/QD-TTg dated April 14, 2025 of the Prime Minister, on August 9, 2025, the Government Steering Committee issued Document No. 16/CV-BCD on implementing the allowance regime for cadres, civil servants, public employees and workers after the arrangement of administrative units and local government organizations at 2 levels.
Accordingly, part-time workers at the commune, village and residential group level are beneficiaries of allowances according to the regulations of the Provincial People's Council, not subject to salary according to the provisions of law, so they are not subject to the regulation in the above documents.
The Department of Local Government is an agency with the function of advising and developing policies for part-time workers at the commune, village and residential group levels.
Therefore, the Department of Salary and Social Insurance requested the Ministry's Office to forward his petition to the Department of Local Government to report to the Ministry's leaders for consideration and response according to their functions.
