The Ministry of Home Affairs said that, according to data compiled from localities (as of December 2024), there are 271,945 non-specialized workers (HĐKCT) in villages and residential groups (TTDP) nationwide.
After the arrangement, 268,722 people are still being arranged and receiving allowances according to current regulations.
The state budget spends about 943 billion VND/month (equivalent to about 11,316 billion VND/year) to pay allowances for this team.
In the past time, the arrangement and use of this team has basically been implemented according to current regulations and initially met the operating requirements at the grassroots level.
However, when implementing the arrangement in the direction of increasing the scale of TTDP, the volume and nature of work have changed, requiring continued review and adjustment of regimes, policies and arrangement plans to be appropriate, ensuring correspondence with the scale, nature of work and task requirements in the new context.
In the draft Decree on the organization and operation of TTDP and regimes and policies for HĐKCT in TTDP chaired by the Ministry of Home Affairs, this agency proposes that the funding source for implementing regimes and policies for the above team is guaranteed by the state budget according to the current budget decentralization.
At the same time, the Social Insurance Fund will ensure funding for payment of regimes according to the provisions of law on social insurance for people with HĐKCT in TTDP.
The draft also unifies the HĐKCT in TTDP including 3 titles: Secretary of the Party Cell, Village Head or Neighborhood Group Leader and Head of the Fatherland Front Work Committee.
At the same time, implement adjustments to increase the allowance fund from the state budget compared to current regulations, ensuring compliance with the scale of TTDP and the workload after arrangement (increased from 6.0 times to 8.0 times the base salary for TTDP with specific factors; increased from 4.5 times to 6.5 times the base salary for the remaining TTDP).
Based on the contract level of the Central budget and the balancing capacity of the local budget, the Provincial People's Committee submits to the People's Council of the same level to decide on the specific allowance level for each title, concurrent allowance and support level for other titles in TTDP according to relevant legal regulations.
The draft Decree continues to stipulate the training and fostering regime in the direction of ensuring that this team is improved in capacity and skills to perform tasks, especially skills in applying information technology and digital transformation; and at the same time supplement regulations on the contract fund funded by the state budget, including support for social insurance and health insurance contributions for HĐKCT in TTDP to ensure regimes and policies for this subject according to the provisions of the current Law on Social Insurance.
