The Government has just issued Decree No. 161/2026/ND-CP stipulating the base salary and bonus regime for CBCCVC and armed forces.
The Decree stipulates that the base salary level is 2.53 million VND/month from July 1, an increase of 8% compared to the current base salary level.
The base salary level to calculate salary levels in salary scales, allowances and implement other regimes according to regulations.
This salary level applies to people receiving salaries, allowances and bonuses when working in agencies, organizations, public non-business units of the Party, State, Vietnam Fatherland Front, socio-political organizations directly under the Vietnam Fatherland Front and social organizations performing tasks assigned by the state, in communes, wards, special zones directly under provincial levels, in special administrative-economic units and armed forces.
According to Director of the Department of Salary and Social Insurance (Ministry of Home Affairs) Pham Truong Giang, in 2025, leaders of the Ministry of Home Affairs directed to urgently study salary and allowance policies for cadres and civil servants in general, especially commune-level cadres and civil servants.
On that basis, the Ministry of Home Affairs has submitted to the Government and reported to the Politburo to issue Conclusion No. 26 dated November 10, 2025 on the roadmap for adjusting salary policies.
In January 2026, the Ministry of Home Affairs submitted to the Government for promulgation Decree No. 07, which adjusts position allowances for commune-level cadres and civil servants holding positions, ensuring compliance with the new local government model.
Along with that, the Ministry of Home Affairs issued Circular No. 23 adjusting regional allowances for communes and wards after mergers. According to regulations, in case of merging from many communes, the highest regional allowance level is applied. The Ministry also issued Circular No. 24 regulating special allowances.
According to statistics, currently 31/34 provinces and cities with 1,585 communes are entitled to regional allowances; 20/34 provinces and cities have special allowances with 158 communes, equivalent to about 4.76% of communes receiving special allowances and 47.73% of communes receiving regional allowances.

Mr. Pham Truong Giang added that on May 15, the Government issued Decree No. 161/2026/ND-CP, effective from July 1, 2026, stipulating an increase of 8% in the base salary. This means that the salaries of CBCCVC and armed forces are adjusted to increase correspondingly.
According to the assessment of the Ministry of Home Affairs in the process of summarizing the implementation of Decree 73/2024/ND-CP stipulating the base salary, the base salary of 2.34 million VND/month is currently only about 56.32% of the average minimum wage of the business sector.
Therefore, the adjustment of the base salary along with policies on position allowances, regional allowances and special allowances will contribute to a clear improvement in the income of CBCCVC, especially the team of commune-level civil servants" - Mr. Pham Truong Giang emphasized.
