The national conference to disseminate and implement 4 Resolutions of the Politburo organized by the Politburo and the Secretariat took place on the morning of September 16.
The conference listened to Politburo member and Prime Minister Pham Minh Chinh disseminate the key contents of Resolution No. 71-NQ/TW of the Politburo on breakthrough development of education and training (ET) and the action program.
The Prime Minister emphasized that this is a very important resolution, included in the overall resolutions issued by the Politburo. In which, the Party and State identify education and training as the top national policy, deciding the future of the nation.

The head of the Government affirmed equal access to education. Rural areas, remote areas, border areas, islands, ethnic minorities... must receive equal education like other subjects.
According to the Prime Minister, in recent times, there have been clear changes in the quality of training, scientific research and international integration.
In addition to the achieved results, the Prime Minister also pointed out that investment in education and training is not commensurate with the requirements of innovation and development. The increase in state budget expenditure for education and training for many years is lower than the GDP growth rate of the whole country.
The teaching staff and learning conditions in many places have not met the requirements. There is also a shortage of teachers, and classes have not been solidified.
Regarding the reason, the Prime Minister pointed out that awareness and thinking about education and training are not complete and consistent. Institutions and policies on education and training are slow to innovate and not synchronous. Investment incentives for education are not attractive enough to attract social resources.
The mentality of importance of status in society is still heavy, the policy of employing cadres also focuses on degrees over actual ability, chasing degrees.
From the above situation, the Politburo and General Secretary To Lam have directed to focus on developing and promulgating Resolution No. 71, in which more strong policies and decisions are proposed to unblock bottlenecks, create breakthroughs in development, modernize and revive the country's education system.
The Prime Minister pointed out that artificial intelligence must be introduced from primary school. The spirit must be to both learn and play, contribute to entertainment but must enhance the quality of education.
Modernize and elevate higher education, create the development of highly qualified human resources and talents to lead research and innovation.
The Prime Minister emphasized the breakthrough in investment resources, budget expenditures, ensuring standard educational conditions, allocating investment expenditures to reach at least 5% of total state budget expenditures and higher education expenditures to at least 3% of total state budget expenditures.
In addition, it is necessary to make breakthroughs in developing the team of teachers, experts and talents. It is necessary to arrange enough staff in the direction of "wherever there are learners, there are teachers", but it must be reasonable and scientific. The Prime Minister cited that there were previous unreasonable schools when there were only 6-7 students but 9-10 teachers.
To implement Resolution 71, the Government issued an Action Program in Resolution No. 281/NQ-CP dated September 15, 2025.
The Government's action program includes 8 groups of tasks and major solutions, concretized into 36 goals and 151 tasks.
In particular, urgently review and evaluate the implementation of general education programs to make appropriate adjustments.
Develop a roadmap and implement policies on salary and allowance regimes for teachers, managers and staff in the education sector. We must have a roadmap to meet the appropriate resources.
Review, arrange and restructure higher education and vocational education institutions; merge and dissolve non-standard training institutions. Reducing management agency focal points, eliminating intermediaries.
Amend and supplement legal regulations on the implementation of the policy of not organizing school councils in public educational institutions.
