The Ministry of Health shall preside over and coordinate with the Ministry of Finance, ministries and branches to develop a Government Decree on vaccination. Completion time is in 2026.
The Ministry of Health shall preside over and coordinate with the Ministry of Home Affairs, the Ministry of Finance, relevant ministries, branches and localities to continue to arrange and transfer a number of hospitals under the Ministry of Health to provincial management.

The Ministry of Health shall preside over and coordinate with the Ministry of Finance, ministries, branches and localities to develop a Government Decree to pilot health insurance payment for a number of disease prevention services, early diagnosis and treatment of a number of diseases and priority subjects according to the roadmap. Completion time is in 2027.
