On August 11, the National Assembly Standing Committee reviewed the report of the Supervisory Delegation on the topic "Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources".
According to the Summary Report on the results of thematic supervision, the Supervisory Delegation believes that at present, our country's human resources basically meet the requirements of socio-economic development.
Human resources and high-quality human resources have increased in both quantity and quality, the structure is becoming more and more suitable; the qualifications and skills of the workforce have been improved; labor productivity, employment, and income of workers have changed positively.
For the public sector, the majority of cadres, civil servants and public employees have university degrees or higher.
The quality of education and training has been increasingly improved, better meeting the needs of human resource development. The scale of university and vocational training is generally stable during the supervision period.
In addition to the positive aspects, the report points out many issues of concern in the development and use of human resources. The Government, some ministries, branches and most localities have not issued a comprehensive document with a long-term strategic nature on human resource development.
There are no complete, comprehensive and unified regulations on "high-quality human resources", making it difficult to identify and plan policies to attract and nurture talents.
Vietnam is facing the risk of a shortage of high-quality human resources, especially leading experts, "general engineers" for key fields of science and technology. The structure of training majors is not reasonable, not keeping up with practical needs.
According to the monitoring team, recruitment policies, benefits and working environment, especially in the public sector, are not really attractive to attract and retain talented people.
Giving his opinion on the discussion, Vice Chairman of the National Assembly Nguyen Khac Dinh said that in the recent period, thanks to training, human resources have met the requirements of socio-economic development.
However, the coming period is the era of development to build a strong and prosperous Vietnam, human resources have not met the needs, while some sectors are in great shortage.
To ensure human resources for the new period of prosperous development, the Vice Chairman of the National Assembly emphasized the arrangement of the right people and units according to their capacity in both the State and the enterprise apparatus.
"Scientific houses must have a project and create a control mechanism during the work process, so that cadres have the opportunity to practice their abilities. My practical experience is to constantly rotate work and rotate to create opportunities for collisions. Just stay in one place and create sand, it will not be renewed" - Mr. Dinh noted.
Vice Chairman of the National Assembly Nguyen Khac Dinh added that in developed countries such as Japan and Korea, ministers sometimes change every 10 months. There are ministers who are very good at doing business but then return. In our country, talent from businesses to civil servants is very difficult.
"It is very good to take a Director as Director, it is also very good to take a Director as Director. It is necessary to keep domestic talent but must rotate between public and private sectors, put corporate culture under state management and vice versa" - Vice Chairman of the National Assembly emphasized.
According to Vice Chairman of the National Assembly Nguyen Khac Dinh, it is necessary to attract foreign talents to work, improve salary and benefits, build a healthy working environment, and reduce inconvenience.
