Resolution 101/2025/UBTVQH15 (abbreviated as Resolution 101) details and guides the organization of voter conferences; the introduction of candidates for People's Council delegates at the commune level in villages and residential groups; the consultation, introduction of candidates, making a list of candidates, making a list of candidates for National Assembly delegates and People's Council delegates in additional elections issued by the National Assembly Standing Committee on September 26, 2025, effective from November 1, 2025.
In particular, it stipulates the introduction of candidates for People's Council delegates at the commune level in villages and residential groups.
Accordingly, the Head of the Front Working Committee coordinates with the heads of the branches of the unions to meet with the Party Cell Secretary, Village Head or Head of the Residential Group to plan for the people of the village or residential group to introduce their candidates for the People's Council delegates at the commune level according to the announcement of the Standing Committee of the Vietnam Fatherland Front Committee at the commune level on the allocation of quantity and structure and composition.
The Head of the Front Working Committee convene and chair the conference, including all members of the Front Working Committee, to discuss and propose that the villagers and residential groups introduce candidates for the People's Council delegates at the commune level.
Resolution 101 also clearly states the order of conference organization.
The Head of the Front Working Committee introduced the purpose and requirements of the conference, sent a Secretary to the conference and read the announcement of the Standing Committee of the Vietnam Fatherland Front Committee at the commune level on the allocation of the number, structure, and composition of people of villages and residential groups introduced to run for the People's Council delegates at the commune level; the standards of People's Council delegates stipulated in Article 5 of the Law on Organization of Local Government and cases not eligible to run for People's Council delegates stipulated in Article 37 of the Law on Election of National Assembly Delegates and People's Council delegates;
The Head of the Front Working Committee outlined the expected people of the village and residential group to introduce to run for the People's Council delegates at the commune level;
Conference to discuss and comment on the person expected to be nominated;
Head of the Front Working Committee synthesizes opinions and concludes the conference;
Conference approved the conference minutes.
