Decree 198/2025/ND-CP has just come into effect, detailing a number of articles and measures to implement the Law on People's Air Defense.
The Decree clearly states the organizational structure of the People's Air Defense Steering Committee at the commune level, including: The head of the steering committee is a Vice Chairman of the People's Committee; the Deputy Head of the steering committee: The Standing Deputy Head of the steering committee is the Commander of the Military Command, the Deputy Head of the steering committee is a Deputy Head of the commune-level Police.
Notably, the members of the Steering Committee are a number of cadres appointed by the Provincial People's Air Defense Steering Committee; a Deputy Chief of Police; Village Chiefs (hamlets, hamlets), Heads of Residential Groups and a number of key cadres according to the organizational structure of the Commune People's Committee.
The People's Air Defense Steering Committee at the provincial and commune levels was established to help the People's Committees at the provincial and commune levels organize the implementation of tasks and people's air defense activities in the management area.
Regarding specific tasks, the Decree clearly states that the Steering Committee will advise on drafting and issuing directive documents and reviewing and deciding on the direction and tasks of local people's air defense;
Develop a plan to implement the task of people's air defense at your level; advise on the construction and mobilization of people's air defense forces; organize training, fostering, professional training, and people's air defense drills for the subjects;
Monitor, guide, urge and inspect the implementation of people's air defense contents at their level and in localities under their authority;
Organize propaganda and mobilize the masses to participate in people's air defense activities; Organize preliminary reports, summarizes, and rewards; make recommendations to resolve complaints, denunciations, and handle violations of the law on people's air defense;
Perform other tasks when assigned by competent authorities.
In addition, the Village Head and the Head of the Residential Group will continue to fully perform the tasks specified in Article 10 of Circular 04/2012/TT-BNV dated August 31, 2012 of the Ministry of Home Affairs on the organization and operation of villages and residential groups, amended in Circular 14/2018/TT-BNV.
