The Ministry of Home Affairs has issued an official dispatch guiding the implementation of content related to part-time workers at the commune, village and residential group levels.
Accordingly, in Clause 2, Article 5 of Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government on staff streamlining, stipulating the current monthly allowance for part-time workers at the commune level, in villages and residential groups as the allowance of the month immediately preceding retirement, with the central budget allocating the allowance fund for payment.
In case the non-professional activist at the commune level, in the village or residential group concurrently holds other tasks, the monthly allowance for the main position will be calculated, not the monthly allowance for the concurrent position.
Regarding the time for calculating the policy, the Government guides that part-time workers in villages and residential groups with working time to calculate the allowance is the total working time in the above position and the working time with compulsory social insurance payment in other job positions.
The Decree stipulates that part-time workers in villages and residential groups who have not reached the prescribed retirement age are entitled to specific regimes.
Currently, according to Decree 33/2023, part-time workers in villages and residential groups with no more than 3 positions (including Party Cell Secretary, Village Head or Residential Group Head, Head of the Front Work Committee) are entitled to monthly allowances.
The number of non-professional workers at the commune level is calculated according to the type of commune-level administrative unit, specifically as follows: Type I is 14 people; Type II is 12 people; Type III is 10 people.
The Provincial People's Committee shall base on the number of commune-level administrative units with a larger population and natural area than the standards prescribed in the Resolution of the National Assembly Standing Committee on the standards of administrative units, and classify administrative units to calculate the number of non-professional workers at the commune level.
In addition to increasing the number of non-professional workers according to the prescribed population scale, for every commune-level administrative unit that increases by 100% of the prescribed level on natural area, an additional non-professional worker will be added.
On the other hand, the Ministry of Home Affairs proposes to base on Clause 1, Article 34 of Decree No. 33/2023/ND-CP regulating the central budget to implement the allowance fund for non-professional workers at the commune level, in villages and residential groups who are entitled to the allowance regime to calculate the allowance for the reduction of staff allowance for these subjects according to regulations.
Speaking at a recent group discussion on socio-economics at the 10th Session of the 15th National Assembly, Minister of Home Affairs Pham Thi Thanh Tra informed that it will be necessary to review further to implement the arrangement of villages, hamlets and residential groups as planned in May 2026. The Ministry of Home Affairs is preparing a draft decree on this content.
