On May 19, at the Government Headquarters, Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung chaired a conference to remove financial difficulties and obstacles and promote capital disbursement in 2026 in the fields of science and technology (S&T), innovation (I innovation) and digital transformation (CDS).
According to a report by the Ministry of Finance, so far the disbursement rate of public investment capital in this sector has only reached about 14.8%, significantly lower than the national average of nearly 21.2% in the first 5 months of 2026.
Ho Chi Minh City said that the locality was allocated 4,437 billion VND, of which investment capital is 2,103 billion VND; recurrent expenditure capital is 2,334 billion VND; so far the disbursement rate of Ho Chi Minh City has reached 32.6%.
Hanoi City is allocated 3,087 billion VND; of which investment capital is 1,755 billion VND; recurrent expenditure capital is 1,332 billion VND. To date, the disbursement rate has reached 27.8%.
An Giang province has been allocated 836 billion VND (investment 701 billion VND; regular 135 billion VND), so far the disbursement rate has reached 17.23%.
Gia Lai province was allocated 164.5 billion VND (investment 50 billion VND; regular 114.5 billion VND), so far the disbursement rate has reached 20.94%.
An Giang province said that the disbursement progress is still slow compared to the plan, mainly due to complicated investment, bidding, and procurement procedures, while price fluctuations are large, causing many projects to have to adjust.
The province also has difficulties in implementing new tasks such as building digital data warehouses, digitizing records, artificial intelligence platforms, virtual assistants or big data analysis. The reason is that many contents do not have unified economic - technical norms and unit prices to serve as a basis for estimation and finalization.
Concluding the conference, Deputy Prime Minister Ho Quoc Dung highly appreciated some ministries, sectors, and localities with positive disbursement results such as Hanoi, Ho Chi Minh City and some units achieving high disbursement rates. However, the Deputy Prime Minister pointed out the reality that many ministries, sectors, and localities disburse very slowly, even in some places disbursement is 0%.
According to the Deputy Prime Minister, units need to seriously recognize their responsibility for the current slow disbursement situation.
The Deputy Prime Minister requested heads of ministries, sectors, and local leaders to identify disbursing capital for S&T, innovation, and digital transformation as a key and urgent task not only for 2026 but also for the following years to effectively implement the major policies of the Party and State.
Resources for this sector are very large, allocated up to 2% of the state budget, so it is impossible to allow the situation where capital has been allocated but cannot be disbursed.

The goal is to strive to disburse 100% of the capital plan in 2026; ministries, branches, and localities that do not complete must be responsible to the Prime Minister and higher-level leaders.
The Deputy Prime Minister requested to stop the situation of spreading and fragmenting allocation, leading to no outstanding products or clear results at the end of the year.
The goal is that in June 2026, difficulties and obstacles must be basically resolved so that from after June onwards, the disbursement progress of the S&T, Innovation and Digital Economy sectors will achieve higher results," the Deputy Prime Minister emphasized.
