In the afternoon of May 11, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung - Head of the Government Steering Committee for Science and Technology Development, Innovation, Digital Transformation and Project 06, chaired the 3rd Meeting of the Steering Committee in 2026.
According to the report at the meeting, science and technology (S&T), innovation (I innovation) and digital transformation (CDS) achieved many specific results; 10 key strategic technology groups, 30 strategic technology products have been adjusted and approved; international publications increased by 11.3%; revenue from the digital technology sector in April 2026 is estimated at 24 billion USD.
Concluding, Prime Minister Le Minh Hung emphasized that the heads of ministries, branches, and localities directly lead, direct, and be responsible to the Government and the Prime Minister for the results of task implementation, doing it effectively and substantively, absolutely not "doing it for show" or doing it as a coping measure.
It is necessary to take the results of Resolution 57 and Project 06 as criteria for evaluating the level of task completion of the head from 2026.
Focus on synchronously developing digital infrastructure, comprehensive digital transformation; ensuring smooth data connection and sharing, improving the effectiveness and efficiency of national governance, creating maximum convenience for people and businesses; developing data economy and artificial intelligence is the focus of national digital transformation.

Regarding the goals, the Prime Minister clearly stated that it is necessary to completely complete the overdue tasks in May 2026; not to let new overdue tasks arise.
Accelerate the progress of building, connecting, sharing, and cleaning data, with specific deadlines in 2026 for national and specialized databases. Decisively reform administrative procedures (TTHC), business conditions, ensuring the correct implementation of the spirit of Conclusion No. 18-KL/TW.
Regarding administrative reform, business conditions and online public services, the Prime Minister requested ministries and sectors to urgently complete the announcement and public disclosure of administrative procedures in 8 Resolutions of the Government; review plans for decentralization, reduction, and simplification of administrative procedures and business conditions that have been reported to the Prime Minister for implementation and completion in May 2026.
The Ministry of Public Security shall preside over and coordinate with ministries, branches, and localities to urgently ensure inter-connected, synchronous, and stable operation of the National Public Service Portal and the system for resolving administrative procedures at all levels; put it into operation in May 2026 and maintain stable and smooth operation.
The Ministry of Science and Technology shall preside over and coordinate with the Ministry of Public Security to review and evaluate the roadmap and solutions for deploying the model of the Information System for resolving administrative procedures at the ministerial and provincial levels; update the Architecture of the Information System for resolving administrative procedures, ensuring compliance with reality.
Regarding the use of funds, investment capital and resources, the Ministry of Science and Technology shall preside over and coordinate with the Ministry of Finance to urgently issue economic and technical norms, guidelines for estimation, cost management for digital data, AI, cloud computing, digital platforms, strategic technology and digital transformation tasks.
Regarding the organization of implementation, the Prime Minister assigned the Ministry of Public Security (Standing Agency of the Steering Committee) to preside over and coordinate with the Ministry of Science and Technology, the Ministry of Home Affairs and relevant agencies to organize monthly meetings to monitor and urge the implementation of tasks of ministries, branches and localities.
