On June 12, at the headquarters of the Provincial People's Council - People's Committee, the 18th Provincial People's Council, term 2026 - 2031, held the second session to consider and resolve urgent issues serving the socio-economic development of the province.
At the session, the Provincial People's Council considered many submissions and draft resolutions submitted by the Provincial People's Committee, focusing on the fields of social security, public investment, land, education, labor - employment and state management.
These include resolutions on norms, terms and lending interest rates for the poor and policy beneficiaries from local budget sources entrusted through the Social Policy Bank Branch; policies to support and encourage the use of cremation services in the period 2026 - 2030; tuition fee support for vocational learners; regulations on titles, quantities and regimes and policies for non-specialized workers in villages and residential groups.
The session also approved many contents related to public investment management such as principles, criteria, norms for allocating public investment capital in the period 2026 - 2030; additional allocation of the 2026 public investment plan (phase 2); adjusting the temporary assignment of the number of employees and contract workers in public non-business units in 2027 and the regime of procurement and distribution of uniforms for market management civil servants.

In the field of land and urban development, the Provincial People's Council considers amending and supplementing the land price list applied from January 1, 2026; list of works and projects that must recover land; supplement land areas for bidding to select investors; and at the same time approve policies on industrial promotion, supporting the conversion of fishing professions, Le Quy Don Award, preventive medicine - population work and abolish Resolution No. 18/2020/NQ-HDND of the Thai Binh Provincial People's Council on the mechanism for collecting and using public secondary and high school enrollment services.
At the meeting, delegates elected additional members of the Provincial People's Committee for the term 2026 - 2031 for Colonel Trinh Hong Phong - Member of the Provincial Party Committee Standing Committee, Commander of the Provincial Military Command.
Speaking at the closing ceremony, Mr. Tran Quoc Van - Chairman of the Provincial People's Council requested the Provincial People's Committee to urgently concretize and effectively implement the resolutions just passed; effectively use public investment resources, prioritize essential infrastructure projects, growth-motivating projects, and at the same time strengthen discipline in public investment management, land and synchronously implement social security policies.
The Chairman of the Provincial People's Council also requested departments, branches, and localities to review the socio-economic development situation in the first 6 months of 2026, propose solutions to complete the goals for 2026, and prepare well the content to submit to the regular mid-year meeting of the Provincial People's Council.
