This Decree details a number of articles and measures to implement the Law on Fire Prevention and Fighting (FPF) and rescue and rescue (CNCH), focusing on strengthening the effectiveness of state management in the field of prevention and response to fire and explosion incidents and CNCH.
Accordingly, Article 3 of the Decree specifically stipulates the content of fire prevention and fighting and rescue regulations at facilities and on means of transport, including: management of use of fire sources, heat sources, flammable substances, fire prevention and fighting equipment; instructions on handling incidents of fire, explosion, or accident.
At the same time, clearly defining the responsibilities of the head of the grassroots level, the owner of the vehicle issued or advised the competent person to promulgate the FPF and CNCH rules; The internal fire and fighting rules must be consistent with the nature and operational characteristics of the establishments and vehicles and are popular and listed in a visible position.
In addition, this Decree is accompanied by 8 notable appendices. In which, Appendix VII is a list of 44 facilities that must buy compulsory fire and explosion insurance from July 1, 2025.

Apartment buildings, collective housing with houses of 5 floors or more or a total floor area of 1,000 m2 or more. kindergartens, kindergartens, and kindergartens with 50 or more children or a total floor area of 500 m2 or more.
Primary schools, junior high schools, high schools, high schools with many levels of education, universities, colleges, vocational high schools, vocational schools, technical workers' schools, other educational institutions according to the provisions of the law on education, space research institutions, specialized database centers and other specialized research institutions with houses with a height of 3 floors or more or a total floor area of 1,500 m2 or more. Hospital.
Clinics (genitals or specialties), health stations, nurseries, disease prevention facilities, research and experimentation facilities specializing in health, nursing, rehabilitation, sports medicine, nursing and other medical facilities according to the Law on Medical Examination and Treatment with houses with a height of 3 floors or more or a total floor area of 300 m2 or more.
The stadium has a capacity of 2,000 seats or more. Sports gymnasiums, sports training rooms, swimming pools, sports competitions fields with stands, races, shooting grounds, and other sports facilities established under the Law on Physical Education and Sports with 1,000 seats or more or a total floor area of 1,000 m2 or more.
Theater, cinema, circus. Conference centers, museums, libraries, exhibition houses with houses 3 floors or more or a total floor area of 500 m2 or more.
aquariums, karaoke service businesses, nightclubs, entertainment service businesses, performing arts facilities, other cultural activities with a height of 2 floors or more or a total floor area of 300 m2 or more.
