On September 22, Politburo member and Prime Minister Pham Minh Chinh - Head of the Central Steering Committee on housing policies and real estate markets - chaired a conference to announce the decision to reorganize the Steering Committee and the first meeting of the Steering Committee.
Speaking at the conference, the Prime Minister stated that housing development is an important pillar in social security policies, ensuring progress, social justice and promoting socio-economic development.
Emphasizing the right to housing of citizens, the Prime Minister stated that we have been very determined in restructuring the real estate market, promoting supply, especially the social housing segment, affordable housing for low- and middle-income people, vulnerable groups, and young people.
Since the beginning of the term, the Steering Committee has advised the Government and the Prime Minister to issue 22 resolutions, 16 directives, and many telegrams to adjust activities related to the real estate market and social housing development, achieving very positive results.
Accordingly, the real estate market recorded many positive signals, contributing to improving urban quality, improving the appearance of architecture and infrastructure for urban areas, gradually improving the material and spiritual life of people, creating a spreading effect to many manufacturing and service sectors.
The project to develop 1 million social housing units in the 2021-2030 period has been actively implemented. To date, the whole country has 692 projects implemented with a scale of 633,559 units; of which 165 projects have been completed with a scale of over 110,000 units, 147 projects have started construction, are being implemented with a scale of 135,000 units, 380 projects have been approved for investment with a scale of about 388,000 units.
Implementing housing support policies for people with revolutionary contributions, supporting housing for poor and near-poor households, completing the elimination of temporary and dilapidated houses nationwide 5 years and 4 months earlier with 334,000 houses.

However, the Prime Minister pointed out that the real estate market in general and social housing development in particular still have many difficulties and problems, compared to the requirements, there is still a lot of work to be done.
The head of the Government requested a frank review to remove obstacles, answer the question of why apartment prices are so high and sky-high, clarify whether or not there is manipulation of the real estate market to rectify hoarding, price increases, price inflation, and market distortation.
The Prime Minister also pointed out that although the legal system involved has been amended and supplemented, there are still many problems and inadequacies, especially in the fields of land, bidding, investment policy approval, and investor selection.
Compensation, site clearance, and resettlement are still slow; determining land prices in many places is still difficult. The housing segment is still inadequate, in which products are mainly in the high-end segment, sometimes housing prices increase dramatically, especially in big cities.
The Prime Minister requested the delegates to review and re-examine the implementation of tasks assigned to ministries, branches and localities; affirm the achieved results.
Clearly identify difficulties, obstacles, and bottlenecks in implementing housing policies, developing the real estate market, social housing in terms of institutions, resources, and policy mechanisms.
