Prime Minister Pham Minh Chinh is the Head of the Central Steering Committee on housing policies and the real estate market.

Prime Minister Pham Minh Chinh has just signed Decision No. 2116/QD-TTg dated September 22, 2025 on the completion of the Central Steering Committee on housing policies and real estate market (Steering Committee).

According to the decision, Prime Minister Pham Minh Chinh is the Head of the Steering Committee.

Deputy Head of the Steering Committee: Deputy Prime Minister Tran Hong Ha; Minister of Construction Tran Hong Minh.

The members include: Minister, Head of the Government Office Tran Van Son; Senior Lieutenant General Vu Hai San - Deputy Minister of National Defense; Senior Lieutenant General Pham The Tung - Deputy Minister of Public Security; Vice Chairman of the Central Committee of the Vietnam Fatherland Front Ha Thi Nga; Deputy Minister of Construction Nguyen Van Sinh; Deputy Minister of Industry and Trade Phan Thi Thang; Deputy Minister of Finance Do Thanh Trung; Deputy Minister of Agriculture and Environment Nguyen Thi Phuong Hoa; Deputy Minister of Home Affairs Nguyen Thi Ha; Deputy Minister of Justice Nguyen Thanh Tu; Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong; Deputy Governor of the State Bank of Vietnam Nguyen Ngoc Canh; Vice Chairman of the Hanoi People's Committee Duong Duong Duc Duc; Vice Chairman of the People's Committee of Hanoi People's Committee Le Phung; Vice Chairman of the People's Committee of Hanoi People's Committee Le Phung; Vice Chairman of the People's Committee of Hanoi People's Committee Le Phung; Chairman of the People's Committee of Hanoi People's Committee Nguyen Quang Quang; Chairman of the People's Committee of Hanoi People's Committee.

The Central Steering Committee is responsible for assisting the Prime Minister in directing the unification, coordination and coordination between ministries, branches and localities in implementing housing policies and the real estate market nationwide.

Research and evaluate mechanisms and policies on housing and the real estate market; advise the Prime Minister to direct the amendment, supplementation or promulgation of new mechanisms and policies that can be adjusted and regulated in this field when there are fluctuations affecting the economy.

Create a synchronous legal environment, contributing to promoting the healthy development of the real estate market, maintaining the country's socio-economic stability.

At the same time, it helps the Prime Minister urge and guide localities and businesses in implementing mechanisms and policies related to housing and the real estate market, especially social housing for the poor, low-income people, vulnerable people in society, cadres and civil servants facing difficulties in implementing the arrangement of administrative units, soldiers, and people's armed forces.

Direct and guide localities in establishing and perfecting the organization and apparatus of the Local Steering Committee (provincial level), ensuring synchronous and consistent management work from the central to local levels, creating a solid foundation in decentralization and delegation of authority so that localities have a basis to effectively implement policies on housing and the real estate market.

This decision takes effect from the date of signing and promulgation (September 22, 2025).
