The Law on Organization of Local Government, effective from March 1, 2025, stipulates many duties and powers of the Chairman of the District People's Committee (UBND).
Accordingly, the Chairman of the District People's Committee leads and directs the work of the People's Committee; convene and chair meetings of the People's Committee; Lead and direct the implementation of tasks of implementing the Constitution, laws, documents of superior state agencies and of the People's Council (PC), People's Committee at his level;

In particular, on the development of science, technology, innovation and digital transformation; on the implementation of administrative reform and reform of public services and civil servants in the state administrative system in the area.
The district chairman also has the duties and powers of leading, directing, urging, and inspecting the work of other professional agencies and administrative organizations under the People's Committees at his level;
Direct and organize the implementation of socio-economic development tasks, developing sectors and fields in the area;
Organize local state management in the fields of economy, land, resources, environment, education, health, culture, information, tourism, sports;
Implement social policies, national defense, security, social order and safety tasks; protect the assets of agencies, organizations, etc.;
Prevent and combat corruption, negativity, waste; prevent and combat crimes and other violations of the law in the area according to the provisions of law;
In addition, direct and be responsible for effectively managing and organizing the use of facilities, finances and state budget sources allocated in the area according to the provisions of law;
The Chairman of the District People's Committee also directs and is responsible for the recruitment and use of civil servants and public employees in the area according to the provisions of law; decides to appoint, dismiss, transfer, and remove from the position of head or deputy head of another professional agency, administrative organization, or public service unit under the People's Committee at his level;
Direct and promptly handle emergency situations related to natural disasters, storms, floods, and epidemics in the area;
Direct and be responsible for implementing the work of inspecting, receiving citizens, handling complaints and denunciations, preventing and combating bureaucracy, corruption, negativity and waste in the operations of the state administrative apparatus and in socio-economic activities in the area;
Approving the results of the election, dismissal, removal and decision to temporarily suspend the work of the Vice Chairman of the People's Committee at his level...
Issue, abolish, amend and supplement documents issued by itself when found to be no longer suitable or illegal;
Suspend the implementation or revocation of part or all illegal documents of specialized agencies under the People's Committee at its level;
In addition, the enforcement of illegal documents of the People's Council at the commune level was suspended, and the People's Committee was reported to propose the People's Council at the same level to abolish them;
Perform the assigned tasks and powers, delegated authority and other tasks and powers according to the provisions of law.
