That is the information that the leaders of Dien Bien Phu City gave at a press conference on the morning of April 23 organized by the Propaganda and Mass Mobilization Committee of Dien Bien Provincial Party Committee regarding a series of articles reflected by Lao Dong Newspaper: "Dien Bien Stadium has turned into a swimming pool after the rains of the changing seasons".
At the press conference, Mr. Tran Quy Hung - Vice Chairman of Dien Bien Phu City People's Committee said that the overall drainage of the provincial stadium area requires handling the entire air traffic corridor area as well as expanding the sewer system (D3) leading to Nam Rom River in the long run.
"The City People's Committee believes that the D3 drainage system is a bottleneck that needs to be implemented soon and must be thoroughly resolved. Therefore, in the coming time, Dien Bien Phu City will continue to inspect, evaluate, develop a detailed handling plan and report to the sectors and the Provincial People's Committee for implementation" - Mr. Hung said.

In addition, the Vice Chairman of Dien Bien Phu City People's Committee also said that based on the orientation of the Dien Bien Phu City Master Plan Project to 2045 (edited by the Department of Construction, currently the Dien Bien Provincial People's Committee is submitting to the Ministry of Construction for appraisal) in which the current stadium location is oriented to be converted into a park and lake to reduce local flooding.
"Currently, the provincial stadium area is the lowest location compared to the neighboring area (Tan Thanh ward and part of Muong Thanh ward). Therefore, every time there is rain, the amount of water flows in very large quantities, especially prolonged rains and an average rainfall of over 100mm, which will prevent the stadium area from draining in time" - Mr. Hung added.
Previously, as Lao Dong Newspaper reported, after implementing many projects to renovate, repair and prevent flooding, the flooding situation at Dien Bien Provincial Stadium recurred. According to the reporter's investigation, before 2022, there was a flood prevention project invested by the People's Committee of Muong Thanh Ward, Dien Bien Phu City.

This project is being implemented with items related to the drainage system around the stadium. However, because the water supply system from this area to the Nam Rom River has not been renovated, the problem of heavy flooding during heavy rains has not been resolved.
Along with that, the interior of Dien Bien Provincial Stadium has been invested in many repairs and upgrades. However, local flooding has not improved with the same reason being that the drainage system to the Nam Rom River has not been renovated.
For those reasons, in 2024, a project worth nearly 13 billion VND was implemented, including investment in items to install a drainage system with a sewer system with a diameter of 1m, buried 3.5m deep with a total length of 650m connecting the stadium area to the Nam Rom river. This project is invested by the Urban Management Department of Dien Bien Phu City.
At the same time, in 2024, the Truong Chinh road repair and renovation project with a total investment of 39 billion VND, invested by the Dien Bien Phu City Project Management Board, was implemented. This is one of the routes running through the stadium area that is also often heavily flooded during heavy rains.
These projects are expected to help reduce the risk of localized flooding in the stadium area and neighboring areas when completed. However, after just one recent re-season rain, Dien Bien Stadium turned into a huge water tank; the surrounding roads were also deeply submerged in water.
