Some houses and land facilities of the Ministry of Industry and Trade are used ineffectively

The Government Inspectorate concluded that some housing and land facilities of the Ministry of Industry and Trade are vacant and have not been used for many years.

On August 15, the Government Inspectorate just publicly announced the Conclusion of the specialized inspection of redundant houses and land after arrangement at the Ministry of Industry and Trade.

In which, it is noteworthy that the Government Inspectorate clearly pointed out that the Ministry of Industry and Trade is still slow to implement the review, rearrangement, and handling of housing and land facilities according to Decree No. 167/2017/ND-CP, while there are housing and land facilities that are redundant and need to be handled (abandoned, not in use).

Inspecting the current status of 9 establishments with a total land area of 2,100.5m2, a total floor area of 4,078.5m2 currently unused, or used inefficiently (all redundant before March 1, 2025, especially the area of 825.3m2 at 46 Ngo Quyen (Hanoi) is redundant from April 25, 2026); in which:

There are 4 facilities that were inspected as vacant, unused, with a vacant period of 4 to 12 years: 66B Hoang Hoa Tham (Hanoi), land area 30m2; 16 Mac Thai To (Hanoi), land area 517m2; 132 Nguyen Chi Thanh (Da Nang), land area 213.44m2; 41 Thuy Van (Vung Tau ward, HCMC), land area 208.1m2.

Facility 46 Ngo Quyen (Hanoi) has left a vacant working area of 571.7m2 from 2014 to present.

Facility No. 3 Vong Duc (Hanoi) has 2 apartment buildings with an area of about 29.3m2 each vacant, unused from 2014 to now.

There are 2 facilities using ineffectively: facility 124 Vinh Tuy (Hanoi), area 900m2 (used for parking waiting for liquidation and rest for drivers of the Ministry); facility No. 1C Trang Tien (Hanoi), area 232m2 (mainly for parking waiting for liquidation and tools and equipment damaged).

The Inspector General of the Government proposed that the Ministry of Industry and Trade, according to its functions, tasks, and authority, urgently review and have solutions to soon complete the rearrangement and handling of redundant housing and land facilities as directed by General Secretary, President To Lam, and the Prime Minister, ensuring that housing and land facilities are put into use for the right purposes and effectively, avoiding loss and waste.

Based on the shortcomings, limitations, and defects mentioned in the Inspection Conclusion, the Ministry reviews and clarifies the nature, severity, consequences, causes, and specific responsibilities of each relevant organization and individual through each period; based on the review results, if there are sufficient grounds and bases as prescribed, the organization shall consider responsibilities for strict handling according to legal regulations; the results of the inspection conclusion shall be reported to the Government Inspectorate for synthesis and reporting to the Prime Minister.

The Ministry of Industry and Trade and Da Nang City People's Committee are requested to urgently handle and resolve according to legal regulations for vacant houses and land that are not allowed to be used for more than 12 consecutive months, put into operation and use for the right purpose, effectively, unlock resources, and avoid waste. In the process of implementation, if signs of legal violations are detected, promptly transfer them to functional agencies for handling according to regulations.
