The customs authority has approved the list of subjects implementing the early retirement policy according to the provisions of Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government.
Accordingly, 112 civil servants and public employees are approved to retire early and enjoy the regime according to the provisions of Decree No. 178/2024/ND-CP CP of the Government from March 1, 2025.
Heads of relevant units are responsible for the reported documents and, based on the List issued with this Decision, to implement the settlement of early retirement according to the provisions of law and decentralize the management of civil servants and public employees of the Minister of Finance.
In the approved list, there are 15 officials who are leaders of departments and agencies under the General Department of Customs. The number of officials applying for early retirement of Ho Chi Minh City Customs Department is the largest with 12 officials; Import-Export Tax Department has 7 officials; Anti-smuggling Investigation Department has 5 officials...
The settlement of retirement benefits for civil servants and public employees of the Customs sector is being implemented in parallel with the implementation of the new organizational structure.
In a document recently issued, the customs authority said that after rearranging and reorganizing the General Department of Customs into the Customs Department, it is expected to reduce about 485/902 units, equivalent to 53.77%.
For the tax sector, from March 2025, there will be 30 heads and deputy heads of the General Department of Taxation; heads and deputy heads of local tax departments, retiring early according to Decree 178/2024/ND-CP of the Government.
From March 1, the General Department of Taxation will be transformed into a Tax Department organized from the central to local levels according to a 3-level model. Of which, the Tax Department has 12 units; 20 Regional Tax Departments and no more than 350 District-level Inter-tax Teams.

The Deputy Directors of the Tax Department include: Mr. Vu Chi Hung, Mr. Dang Ngoc Minh, Mr. Mai Son, Mr. Vu Manh Cuong and Mr. Le Long (former Director of the Department of Organization and Personnel - State Capital Management Committee at Enterprises).
On the afternoon of March 4, the Tax Department held a conference to announce the decision of the Ministry of Finance on the functions, tasks, powers, and organizational structure of the Tax Department. Also at the event, Deputy Minister of Finance Cao Anh Tuan presented the decision to the Heads of the Regional Tax Department.
According to the new organizational structure, 63 provincial and municipal tax departments are rearranged into 20 regional tax branches.
