From March 1, 2025, according to Decision No. 391/QD-BTC issued by the Minister of Finance, Vietnam Social Security (VSS) has restructured its organization to streamline and improve operational efficiency.
Regarding the organizational structure, Vietnam Social Insurance is organized from the central to local levels according to a 3-level system. Vietnam Social Insurance has 14 consulting units at the Central level, a reduction of 7 units compared to before the arrangement, including:
The Social Insurance Policy Implementation Board, the Health Insurance Policy Implementation Board, the Health Insurance Policy Management Board, the Fund Management and Development Board, the Internal Audit Board, the Legal Board, the Finance and Accounting Board, the Personnel Organizing Committee, the Propaganda and Support Board for Participants, the Vietnam Social Insurance Inspectorate, the Vietnam Social Insurance Office, the Information Technology and Digital Transformation Center, the archival Center, the Social Insurance Payment Control Center, and electronic health insurance.
Units from the Social Insurance Policy Implementation Board to the Vietnam Social Insurance Office are specialized units, assisting the Director of Vietnam Social Insurance; the Centers are public service units under the management.
Regional level: Vietnam Social Insurance is organized into 35 regions, instead of 63 provinces/cities as before. Each regional social insurance agency has legal status, its own seal and account, and is organized with an average of no more than 10 advisory offices. Reversal
District level: Social insurance of districts, towns, cities under provinces and inter-district social insurance (collectively referred to as district-level social insurance) under regional social insurance. The number of district-level social insurance agencies must not exceed 350 units and the internal apparatus is not organized.
This restructuring aims to streamline the apparatus, improve the effectiveness and efficiency of Vietnam Social Insurance's operations in implementing social insurance, health insurance and unemployment insurance regimes and policies.
