The Minister of Finance issued Decision 391/QD-BTC stipulating the functions, tasks, powers and organizational structure of the Vietnam Social Security under the Ministry of Finance. The decision takes effect from March 1, 2025.
In particular, in terms of position and function, the Social Insurance is a specialized unit under the Ministry of Finance with the function of organizing the implementation of social insurance and health insurance regimes and policies; organizing the collection and expenditure of unemployment insurance regimes; managing and using state financial funds outside the budget: social insurance, unemployment insurance, health insurance; specialized inspectorate on social insurance, unemployment insurance, health insurance contributions according to the provisions of law. Participating with competent State agencies in developing, supplementing and perfecting policies and laws on social insurance, unemployment insurance, and health insurance.
Vietnam Social Security has the international English transaction name VietNam Social Security, abbreviated as VSS.
Vietnam Social Security has legal status, the national emblem, an account opening at a commercial bank, the State Treasury and headquartered in Hanoi city.
Regarding the organizational structure of Vietnam Social Security, it is organized from the central to local levels according to the 03 level system. Of which, Vietnam Social Security has 14 advisory units at the central level; 35 regional social insurance; no more than 350 district-level insurance.
