Accordingly, the Provincial People's Committee requests the Chairmen of the People's Committees of communes, wards, and special zones to fully implement the state management responsibility for food safety in the province according to the management decentralization specified in Decision No. 13/2026/QD-UBND dated February 6, 2026 of the Quang Ninh Provincial People's Committee; be fully responsible to the Chairman of the Provincial People's Committee if violations of food safety assurance work occur in the area according to assignment and management decentralization.
Communes, wards, and special zones urgently review and fully statistics all food production and business establishments in their managed areas; organize inspections of compliance with regulations on food safety assurance conditions; origin of raw materials; use of additives and chemicals in food production and processing; resolutely and strictly handle violations and acts of using banned substances and chemicals of unknown origin, outside the permitted list in food production and processing (if any) according to their authority.
Along with that, the Provincial People's Committee requested the Department of Agriculture and Environment, the Department of Health, the Department of Industry and Trade, Sub-Department of Customs Region VIII, and the Provincial Police to strictly implement state management of food safety in the area according to current regulations.
Previously, through the struggle and detection of functional forces in the province, it was discovered and handled a number of food production facilities using banned substances in the production process, potentially posing serious risks to consumer health, causing public outrage.
In which, the Police Agency has prosecuted and temporarily detained 2 subjects using banned substances in bean sprout production.
