On November 17, the People's Council of Bac Ninh province, term XIX, 2021 - 2026, held the 7th Session (special session) to elect the position of Chairman of the People's Committee of Bac Ninh province for the 2021 - 2026 term.
At the meeting, the Standing Committee of the People's Council of Bac Ninh province approved the Proposal on the dismissal of Mr. Vuong Quoc Tuan from the position of Chairman of the People's Committee of Bac Ninh province for the 2021 - 2026 term because he was transferred, assigned and appointed by the Politburo to hold the position of Deputy Secretary of the Thai Nguyen Provincial Party Committee for the 2025 - 2030 term; Proposal on the introduction of personnel to elect Mr. Pham Hoang Son, Deputy Secretary of the Bac Ninh Provincial Party Committee for the 2021 - 2026 term.
The delegates of the Provincial People's Council voted to elect Mr. Pham Hoang Son, Deputy Secretary of the Bac Ninh Provincial Party Committee, as Chairman of the Bac Ninh Provincial People's Committee for the 2021 - 2026 term.
As a result, with 100% of delegates present in agreement, Mr. Pham Hoang Son, Deputy Secretary of the Provincial Party Committee, was elected to hold the position of Chairman of the People's Committee of Bac Ninh province for the 2021-2026 term.
Speaking at the meeting, Mr. Pham Hoang Son - the new Chairman of the People's Committee of Bac Ninh province emphasized that Bac Ninh is a land of finite people, traditional departments, with a history of thousands of years of culture, facing new opportunities and fortunes but also many challenges; with the position of an important growth pole of the Capital region and the Northern key economic region, in the new development period, requiring each cadre and civil servant, including himself, to continue to make more efforts, constantly study, cultivate, practice, overcome difficulties and challenges to fulfill assigned duties and responsibilities.
"The trust and confidence of the Provincial People's Council and the People are the motivation for me to strive to contribute my best," Mr. Pham Hoang Son affirmed.
The meeting approved the Resolution on the dismissal of Mr. Vuong Quoc Tuan from the position of Chairman of the People's Committee of Bac Ninh province for the 2021 - 2026 term; Resolution confirming the election results of Mr. Pham Hoang Son, Deputy Secretary of the Bac Ninh Provincial Party Committee for the 2021 - 2026 term.
Mr. Pham Hoang Son is 49 years old, from Thai Nguyen province, with a Master's degree in agricultural science. He was Head of the Provincial Party Committee's Organization Committee, Permanent Deputy Secretary, and Chairman of the People's Council of Thai Nguyen province (old).
In July 2025, when Thai Nguyen merged with Bac Kan, Mr. Son was appointed by the Prime Minister to hold the position of Chairman of the new Thai Nguyen Provincial People's Committee and has held this position until now.
The newly formed Bac Ninh province is based on the merger of Bac Giang province and the old Bac Ninh province, with an area of 4,718 km2 and a population of 3.6 million people.
Bac Ninh currently has the 5th largest economic scale in the country.
This locality aims to become a centrally-governed city before 2030; by 2045, it will be a green, civilized city, imbued with Kinh Bac cultural identity.
